【摘要】：當(dāng)前、全球各國都在積極尋找預(yù)防火患的有效途徑、積極研究與經(jīng)濟(jì)社會(huì)發(fā)展要求相符的消防管理措施。對(duì)于正在積極融入到東盟、亞太經(jīng)合組織、亞歐會(huì)議、世貿(mào)組織等國際經(jīng)濟(jì)體以及努力發(fā)展市場(chǎng)經(jīng)濟(jì)的越南而言、當(dāng)前的消防監(jiān)管機(jī)制尚不能滿足經(jīng)濟(jì)發(fā)展的要求。目前、城市火患時(shí)有發(fā)生、尤其是在欠發(fā)達(dá)城市、給城市的發(fā)展帶來了巨大的危害、這就要求我們改革城市消防安全工作、探索出與國內(nèi)實(shí)際形勢(shì)相符的消防危機(jī)監(jiān)管機(jī)制。本文介紹了越南消防危機(jī)監(jiān)管機(jī)制現(xiàn)狀及其形成歷史、指出了在現(xiàn)行消防監(jiān)管機(jī)制中存在的問題。例如、《消防法》尚不完善、消防法規(guī)體系與經(jīng)濟(jì)社會(huì)發(fā)展和融入全球經(jīng)濟(jì)脫節(jié)、技術(shù)規(guī)范滯后于經(jīng)濟(jì)的發(fā)展、消防功能結(jié)構(gòu)越權(quán)、各級(jí)消防監(jiān)管機(jī)構(gòu)責(zé)任混亂、消防監(jiān)管隊(duì)伍薄弱且素質(zhì)低下。通過分析上述問題的發(fā)生原因、借鑒發(fā)達(dá)國家的經(jīng)驗(yàn)、提出與消防監(jiān)管機(jī)制相符的解決措施:建立健全法律規(guī)范體系、改革消防監(jiān)管范圍和模式、建立消防教育模型、培養(yǎng)與國情相符的專業(yè)化消防隊(duì)伍。
[Abstract]:At present, many countries all over the world are actively looking for effective ways to prevent fire hazards, and actively studying fire management measures in line with the requirements of economic and social development. For the international economies, such as ASEAN, APEC, ASEM, WTO and Vietnam, which are actively integrating into the ASEAN, APEC, ASEM and WTO, and Vietnam, which is striving to develop a market economy, the current fire control mechanism is still unable to meet the requirements of economic development. At present, urban fire disasters occur from time to time, especially in underdeveloped cities, which brings great harm to the development of cities, which requires us to reform the work of urban fire safety and explore the supervision mechanism of fire crisis in line with the actual situation in our country. This paper introduces the present situation and formation history of the fire control crisis supervision mechanism in Vietnam, and points out the problems existing in the current fire control supervision mechanism. For example, the Fire Protection Law is not perfect, the system of fire protection laws and regulations is out of touch with economic and social development and integration into the global economy, the technical specifications lag behind the development of the economy, the functional structure of fire fighting exceeds its authority, and the responsibilities of various levels of fire control supervision agencies are confused. Fire control team is weak and low quality. By analyzing the causes of the above problems and drawing lessons from the experience of the developed countries, the paper puts forward some measures which are in line with the fire control supervision mechanism: establishing and perfecting the legal standard system, reforming the scope and mode of fire control supervision, and establishing the fire prevention education model. Train professional fire fighting team in accordance with national conditions.
