長春市“街—社”一體化改革路徑探析

【摘要】:隨著我國由“單位制”向“后單位制”時代變革,大量的“單位人”成為“社會人”,街道辦事處職能也開始由單一化向膨脹化發(fā)展,由此引發(fā)了圍繞街道辦事處的存廢改革與實踐。我國的城市管理體制是“市—區(qū)—街—居”層級的管理形式。在這種形式下,街道辦事處實際上行使著政府的行政職能,但名義上不享有一級政府的權(quán)力,可謂名不副實。隨著我國城市化進程的加速,城市基層管理中出現(xiàn)的問題日益凸顯,城市管理重心的逐漸下移已成為趨勢,而街道辦事處越來越難以適應(yīng)和勝任城市有效治理的需要,街道辦事處作為基層管理組織,自身的管理問題也日益突出。與此同時,社區(qū)居委會作為街道的被指導(dǎo)自治組織行政化傾向日益突出。長春市在2007年和2011年對街道、社區(qū)基層政權(quán)和社區(qū)建設(shè)方面進行了有益的實踐改革與探索。2007年,在社區(qū)居委會組織內(nèi)下設(shè)社區(qū)公共事務(wù)服務(wù)中心用于承接政府的社會服務(wù)職能;2011年進行創(chuàng)新社會管理工作,在社區(qū)實行網(wǎng)格化管理,實現(xiàn)了社區(qū)網(wǎng)格與區(qū)政府職能部門的人員對接。在近年來的實踐中,實際問題日益突出,居委會與社區(qū)公共服務(wù)中心人員安排、工作職責(zé)日益混雜;網(wǎng)格化管理后街道辦事處成為了“區(qū)—社”兩級平臺的“二傳手”和“夾心餅干”;谝陨瞎ぷ髦械膶嶋H問題,本文從長春市實際情況出發(fā),分析“區(qū)—街—居”模式存在的問題,找出深層原因,根據(jù)近年來長春市街道辦事處、社區(qū)居委會的發(fā)展,依托信息平臺的建設(shè),并且在廣泛借鑒了我國其他城市街道、社區(qū)的改革經(jīng)驗基礎(chǔ)上,提出了以多中心治理為理論基礎(chǔ)的長春市“街—社”一體化改革的路徑選擇,以扁平化結(jié)構(gòu)為建設(shè)體系,壓縮行政執(zhí)行的層級;推進居民自治體系進一步完善;建立多方參與機制為社區(qū)建設(shè)和居民訴求提供服務(wù)。力求達到基層政權(quán)執(zhí)行更加高效、有力;基層組織服務(wù)更加多元、貼近民生;多方參與下的“街—社”一體化改革更具時代需求性。
[Abstract]:With the transformation from "unit system" to "post-unit system" in our country, a large number of "unit people" have become "social people", and the functions of street offices have also begun to develop from unitary to inflated. This led to the neighborhood office around the reform and practice. The urban management system of our country is the management form of "city-district-street-residence" level. In this form, the subdistrict office actually exercises the administrative function of the government, but it does not enjoy the power of the first level of government in name, which is not true to the name. With the acceleration of urbanization in China, the problems in urban grass-roots management are becoming increasingly prominent, the urban management center of gravity has gradually shifted to a trend, and the street offices are becoming more and more difficult to adapt to and competent for the needs of effective urban governance. Sub-district office as a basic management organization, its own management problems are also increasingly prominent. At the same time, the community neighborhood committee as a street-guided self-governing organization administrative trend is increasingly prominent. Changchun has carried on the beneficial practice reform and the exploration to the street, the community grass-roots power and the community construction in 2007 and 2011. Set up community public affairs service center under the community neighborhood committee organization to undertake the social service function of the government; carry out innovative social management work in 2011, implement grid management in the community, The connection between community grid and district government function department is realized. In the practice in recent years, practical problems become increasingly prominent, residents' committees and community public service center personnel arrangement, work responsibilities are increasingly mixed; After the grid management, the street office became the "second pass" and "sandwich biscuit" on the two-level platform of district-society. Based on the practical problems in the above work, this paper starts from the actual situation of Changchun, analyzes the problems existing in the pattern of "district-street-house", finds out the deep reasons, and according to the development of the community neighborhood committee in Changchun subdistrict office in recent years, Based on the construction of the information platform, and on the basis of the experience of the reform of other urban streets and communities in China, this paper puts forward the path choice of the integration reform of "Street and Community" in Changchun based on the theory of multi-center governance. Taking flat structure as the construction system, compressing the level of administrative execution; promoting the further improvement of the resident autonomy system; establishing multi-party participation mechanism to provide services for the community construction and residents' demands. We strive to achieve a more efficient and effective implementation of grass-roots political power; grassroots organizations more diversified services, close to the people's livelihood; multi-participation in the "Street-Society" integration reform more needs of the times.
