【摘要】：人口老齡化帶來的養(yǎng)老問題是一個全球性難題。我國長期以來實行計劃生育政策,導(dǎo)致近年來人口結(jié)構(gòu)迅速老齡化,與此同時,家庭的傳統(tǒng)養(yǎng)老功能也在不斷削弱,這就造成了我國在進入深度老齡化社會時面臨著準(zhǔn)備不足和時間有限兩個客觀情況,“未富先老”的難題應(yīng)運而生。我國人口老齡化發(fā)展迅速,如何能夠有效解決養(yǎng)老問題,讓更多人步入退休生活后“老有所養(yǎng),老有所依”,是我國現(xiàn)在以及將來很長一段時間內(nèi)亟需解決的重要民生問題。解決人口老齡化帶來的養(yǎng)老難題的重要途徑,是建立和完善適合我國國情的養(yǎng)老服務(wù)模式。當(dāng)今,養(yǎng)老方式可分為居家養(yǎng)老、社區(qū)服務(wù)和機構(gòu)養(yǎng)老三種。國務(wù)院辦公廳于06年2月下發(fā)的《關(guān)于加快發(fā)展養(yǎng)老服務(wù)業(yè)的意見》中提出,將“穩(wěn)步建立和發(fā)展以居家養(yǎng)老為主、社區(qū)服務(wù)為依托、機構(gòu)養(yǎng)老完善的服務(wù)體系”,所以政府將大力倡導(dǎo)新型的養(yǎng)老實現(xiàn)形式—居家養(yǎng)老。居家養(yǎng)老,實現(xiàn)了家庭養(yǎng)老和社會養(yǎng)老的有效結(jié)合,具有因地制宜、服務(wù)對象公眾化,服務(wù)方式多樣化等優(yōu)點,更能貼近老齡人群的生活,并能有效改善老齡人群的生活質(zhì)量。隨著21世紀初西方一些國家開始建立居家養(yǎng)老服務(wù)制度以來,其他國家也紛紛效仿,取得的成果是顯著的。本文結(jié)構(gòu)主要有四大部分構(gòu)成:本文第一部分是前兩章,第一章大量地引用了國內(nèi)外資料,分別闡述了研究背景、研究意義以及具體使用的研究方法和技術(shù)路線;第二章對相關(guān)概念做出了全面系統(tǒng)的解釋,對居家養(yǎng)老的發(fā)展給出了相對應(yīng)的理論依據(jù),從各種資料可以得出居家養(yǎng)老在我國的發(fā)展勢在必行。第二部分具體介紹問卷設(shè)計以及調(diào)查概況,該部分集中于第三章。首先說明了本次調(diào)查問卷的設(shè)計情況。問卷共分為兩大部分:第一部分是個人信息部分,主要從個人特征變量、家庭特征變量及健康特征變量三個方面展開;第二部分,在問卷設(shè)計的基礎(chǔ)上具體描述了此次調(diào)研的實際情況,包括調(diào)查地背景、調(diào)查對象以及調(diào)查過程。第三部分包括文章的第四、五兩章。第四章首先對HT縣的居家養(yǎng)老實地考察和具體實踐,得出當(dāng)?shù)氐木蛹茵B(yǎng)老服務(wù)的現(xiàn)狀;第五章在此基礎(chǔ)上,對該地區(qū)居家養(yǎng)老服務(wù)需求進行滿意度分析,并著重分析居家養(yǎng)老服務(wù)需求滿意度低的成因。第四部分是第六章。主要從明確政府職能;加強服務(wù)隊伍專業(yè)化建設(shè);提供差異化服務(wù)、加強宣傳力度等幾個方面對HT縣的居家養(yǎng)老事業(yè)的發(fā)展提出切實可行的建議。
[Abstract]:The aging of the population brings about the problem of the aged is a global problem. The family planning policy in China for a long time has led to the rapid aging of the population structure in recent years. At the same time, the traditional old-age support function of the family has also been continuously weakened. As a result, China is faced with two objective conditions: lack of preparation and limited time when we enter a deep aging society, and the difficult problem of "getting old before getting rich" arises at the historic moment. The aging population in China is developing rapidly. How to effectively solve the problem of old-age support and how to make more and more people live in retirement is an important livelihood problem that needs to be solved now and for a long time in the future in our country. An important way to solve the problem of aging for the aged is to establish and perfect the mode of service for the aged suitable for the national conditions of our country. Nowadays, old-age care can be divided into three types: home pension, community service and institutional pension. In February 2006, the General Office of the State Council issued an opinion on speeding up the development of the old-age service industry, which proposed that the "steady establishment and development of a system of services for the aged mainly at home, relying on community services, and improving the institutional old-age care system," Therefore, the government will vigorously advocate a new form of old-age support-home pension. It has the advantages of adapting measures to local conditions, public service objects and diversified service methods. It can be more close to the life of the aged people and can effectively improve the quality of life of the aged people. With the beginning of the 21st century, some western countries began to establish home pension service system, other countries have followed suit, and the results are remarkable. The structure of this paper is composed of four parts: the first part is the first two chapters, the first chapter quotes a lot of domestic and foreign data, respectively, elaborated the research background, the research significance, the concrete use research method and the technical route; The second chapter makes a comprehensive and systematic explanation of the related concepts, and gives the corresponding theoretical basis for the development of the family old-age care. From all kinds of data, it can be concluded that the development of the home pension in China is imperative. The second part introduces the questionnaire design and survey, which focuses on the third chapter. First of all, it explains the design of the questionnaire. The questionnaire is divided into two parts: the first part is the part of personal information, mainly from three aspects: personal characteristic variable, family characteristic variable and health characteristic variable; the second part, On the basis of the questionnaire design, the paper describes the actual situation of the survey, including the background, the object and the process of the survey. The third part includes the fourth and fifth chapters of the article. The fourth chapter first of all to the HT county home pension field investigation and concrete practice, obtains the local home pension service present situation; the fifth chapter on this basis, carries on the satisfaction analysis to this area home pension service demand, It also analyzes the causes of low satisfaction with the demand for home pension services. The fourth part is the sixth chapter. Mainly from the clear government functions, strengthen the professional construction of service teams, provide differentiated services, strengthen publicity and other aspects of the development of home pension in HT County put forward practical suggestions.
