【摘要】：增強(qiáng)發(fā)展中國家能力建設(shè)是全球應(yīng)對(duì)氣候變化的重要前提條件,而在聯(lián)合國氣候變化框架公約(UNFCCC)的談判進(jìn)程中,能力建設(shè)部分一直進(jìn)展緩慢。自締約方第7次會(huì)(COP7)上確定了發(fā)展中國家能力建設(shè)框架后,能力建設(shè)的機(jī)制建設(shè)一直沒有取得實(shí)質(zhì)性進(jìn)展。在巴黎氣候變化大會(huì)(COP21)上,締約方一致通過了《巴黎協(xié)定》�！栋屠鑵f(xié)定》首次授權(quán)通過執(zhí)行附屬機(jī)構(gòu)(SBI)建立巴黎能力建設(shè)委員會(huì)(PCCB)。該委員會(huì)將全面協(xié)調(diào)對(duì)發(fā)展中國家能力建設(shè)的支持,同時(shí)監(jiān)管2016—2020年的能力建設(shè)工作計(jì)劃,全面系統(tǒng)地促進(jìn)和增強(qiáng)發(fā)展中國家應(yīng)對(duì)氣候變化的能力建設(shè)活動(dòng)。另外,《巴黎協(xié)定》還同意建立透明度能力建設(shè)倡議(CBIT)用以增強(qiáng)2020年前后的機(jī)制和技術(shù)能力。隨后,全球環(huán)境基金(GEF)為該倡議成立了CBIT信托基金。至此,公約下能力建設(shè)議題已經(jīng)建立了相對(duì)完整的國際機(jī)制。未來議題的談判將走向務(wù)實(shí)與細(xì)節(jié)。隨著全球應(yīng)對(duì)氣候變化邁向一個(gè)新階段,中國在能力建設(shè)議題的談判上也應(yīng)做相應(yīng)的調(diào)整。
[Abstract]:Strengthening the capacity building of developing countries is an important prerequisite for the global response to climate change, and the capacity-building component has been slow in the negotiation process of the United Nations Framework Convention on Climate change (UNFCCC). Since the establishment of the framework for capacity-building in developing countries at the Seventh meeting of the parties (cop 7), no substantial progress has been made in the institutional development of capacity-building. At the Paris Climate change Conference (COP21), the parties unanimously adopted the Paris Accords, which for the first time authorized the establishment of the Paris Capacity-Building Committee through the Executive subsidiary body (SBI). The Committee will fully coordinate support for capacity-building in developing countries, while overseeing the capacity-building work plan for 2016-2020 to comprehensively and systematically promote and enhance capacity-building activities in developing countries in response to climate change. In addition, the Paris Agreement agreed to establish the Transparency Capacity-Building Initiative (CBITs) to enhance institutional and technical capacity around 2020. Subsequently, the Global Environment Facility (GEF) established the CBIT Trust Fund for the initiative. Thus, a relatively complete international mechanism has been established for capacity-building under the Convention. Negotiations on future issues will be pragmatic and detailed. As the global response to climate change moves into a new phase, China should also adjust its capacity building agenda.
