【摘要】：基層協(xié)商民主是我國社會(huì)主義協(xié)商民主的重要組成部分,具有中國特色社會(huì)主義的鮮明特征,是協(xié)商民主理論的擴(kuò)展,也是民主理論的延伸和創(chuàng)新。協(xié)商民主理論是民主理論的創(chuàng)新和發(fā)展,基層協(xié)商民主理論又是協(xié)商民主理論的延伸,它們處于包含與被包含、影響與被影響狀態(tài)�；鶎訁f(xié)商民主、協(xié)商民主和民主三者是辯證統(tǒng)一的,基層協(xié)商民主應(yīng)以協(xié)商民主和民主理論為基礎(chǔ),進(jìn)行研究和實(shí)踐。主體、客體和中介是基層協(xié)商民主實(shí)踐的三要素,它們相互作用,構(gòu)成了基層協(xié)商民主實(shí)踐的基本結(jié)構(gòu)�；鶎訁f(xié)商民主實(shí)踐是基層協(xié)商民主的主體與基層協(xié)商民主的客體之間通過基層協(xié)商民主中介相互作用。作為基層協(xié)商民主主體的基層人民群眾,在政治、經(jīng)濟(jì)、文化和教育等領(lǐng)域,廣泛參與過程中,探索出許多基層協(xié)商民主形式。如村民會(huì)議、村民代表會(huì)議、村務(wù)民主聽證會(huì)和村民協(xié)商議事會(huì)等�；鶎尤嗣袢罕娫趨⑴c基層協(xié)商時(shí),也存有許多共性。如廣泛參與性、公開性、平等性、包容性等。以馬克思主義為指導(dǎo),對(duì)基層協(xié)商民主進(jìn)行分析和評(píng)價(jià)。評(píng)價(jià)基層協(xié)商民主效用時(shí),需要制定基層協(xié)商民主評(píng)價(jià)標(biāo)準(zhǔn),使其評(píng)價(jià)符合科學(xué)性、現(xiàn)實(shí)性和合理性。積極推進(jìn)基層協(xié)商民主可以擴(kuò)大基層人民群眾政治參與渠道,有助于基層科學(xué)決策,有助于提升基層管理技巧水平,有助于鞏固黨的執(zhí)政地位。推進(jìn)基層協(xié)商民主建設(shè),使基層人民群眾活得有尊嚴(yán),活得幸福,活得快樂,使每個(gè)人得到自由而全面的發(fā)展。
[Abstract]:Consultative democracy at the grass-roots level is an important part of the socialist deliberative democracy in our country. It has the distinctive characteristics of socialism with Chinese characteristics. It is an extension of the theory of deliberative democracy as well as an extension and innovation of the democratic theory. The theory of deliberative democracy is the innovation and development of democratic theory, and the theory of grass-roots consultative democracy is the extension of the theory of deliberative democracy, which is in the state of inclusion and inclusion, influence and influence. Consultative democracy at the grass-roots level, which is dialectical and unified, should be studied and practiced on the basis of the theory of consultative democracy and democracy. Subject, object and intermediary are the three elements of grass-roots consultative democratic practice, which interact with each other and form the basic structure of grass-roots consultative democratic practice. The practice of grass-roots consultative democracy is the interaction between the subject of grass-roots consultative democracy and the object of grass-roots consultative democracy through the intermediary of grass-roots consultative democracy. As the subject of grass-roots consultative democracy, the people at the grassroots level, in the fields of politics, economy, culture and education, have explored many democratic forms of consultation at the grass-roots level in the process of extensive participation. Such as villagers' meeting, villagers' representative meeting, village affairs democratic hearing and villagers' consultative council. People at the grassroots level when participating in grass-roots consultations, there are many commonalities. Such as wide participation, openness, equality, inclusiveness and so on. Under the guidance of Marxism, the grassroots consultative democracy is analyzed and evaluated. When evaluating the democratic utility of grass-roots consultation, it is necessary to formulate the evaluation standard of grass-roots consultative democracy so as to make it scientific, realistic and reasonable. Actively promoting the consultative democracy at the grass-roots level can expand the channels of political participation of the people at the grass-roots level, contribute to scientific decision-making at the grass-roots level, promote the level of management skills at the grass-roots level, and help to consolidate the ruling position of the Party. To promote the building of democracy through consultation at the grassroots level, so that the grassroots people can live with dignity, happiness and happiness, so that everyone can enjoy free and comprehensive development.
