【摘要】：農(nóng)村人口老齡化對“三農(nóng)”問題的解決具有重大影響,加強(qiáng)對農(nóng)村人口老齡化問題的研究,對加速農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展具有重要意義。文章從農(nóng)村人口老齡化的含義入手,分析了農(nóng)村人口老齡化的成因,農(nóng)村人口老齡化一是絕對老齡化,即人口壽命的延長,老年人口數(shù)量的增多。二是相對老齡化,即農(nóng)村人口出生率降低,年輕人涌入城市帶來的老年人口的相對增長。農(nóng)村人口老齡化給農(nóng)村帶來了養(yǎng)老問題,空巢老人增多,家庭養(yǎng)老功能弱化。帶來了人口健康問題,老人的心理需求難以滿足,疾病增多,醫(yī)療設(shè)施滯后。制約農(nóng)村經(jīng)濟(jì)政治的發(fā)展,限制了農(nóng)村生產(chǎn)力發(fā)展,阻礙了農(nóng)業(yè)勞動(dòng)生產(chǎn)率的提高,使村民自治受限。要解決這些問題,首先必須要?jiǎng)?chuàng)建適合農(nóng)村現(xiàn)狀的養(yǎng)老模式,形成農(nóng)村養(yǎng)老新機(jī)制,使農(nóng)村老齡人口老有所養(yǎng)。其次建立健全農(nóng)村社會(huì)保障制度,實(shí)現(xiàn)農(nóng)村老齡人口老有所依。再次要完善農(nóng)村醫(yī)療保障制度,強(qiáng)化老人醫(yī)療保險(xiǎn),使農(nóng)村老齡人口病有所依。之后還應(yīng)加強(qiáng)農(nóng)村老人服務(wù)設(shè)施建設(shè),使農(nóng)村老齡人口老有所樂。最后發(fā)展農(nóng)村規(guī)模經(jīng)濟(jì),加快農(nóng)業(yè)發(fā)展,提高農(nóng)民收入。
[Abstract]:The aging of rural population has great influence on the solution of the problem of agriculture, countryside and farmers. It is of great significance to accelerate the development of rural economy and society to strengthen the research on the problem of aging of rural population. Starting with the meaning of the aging of the rural population, this paper analyzes the causes of the aging of the rural population. One is the absolute aging of the rural population, that is, the prolongation of the life span of the population and the increase of the number of the elderly population. The second is relative aging, that is, the relative growth of the old population caused by the low birth rate in rural areas and the influx of young people into cities. The aging of rural population brings old-age problems to rural areas, empty nesters increase and family pension function weakens. Brought population health problems, the psychological needs of the elderly are difficult to meet, the increase of diseases, medical facilities lag behind. It restricts the development of rural economy and politics, restricts the development of rural productive forces, hinders the improvement of agricultural labor productivity, and restricts villagers' autonomy. In order to solve these problems, we must first of all create a pension model suitable for the present situation in rural areas, form a new mechanism for supporting the aged in rural areas, and make the aged people in rural areas have a sense of security. Second, establish and improve the rural social security system, to achieve the elderly population in rural areas. Third, we should improve the rural medical security system, strengthen the medical insurance for the elderly, so that the diseases of the rural elderly population have their own basis. After that, we should also strengthen the construction of rural elderly service facilities to make the elderly people in rural areas happy. Finally, develop rural scale economy, accelerate agriculture development, raise farmer income.
