【摘要】：隨著國家工業(yè)化、城鎮(zhèn)化和教育事業(yè)的快速發(fā)展,加之農(nóng)村牧區(qū)青壯年大量離鄉(xiāng)打工,青少年外出求學(xué)不愿再回,老人留守在家的現(xiàn)象十分普遍,農(nóng)村牧區(qū)"空心化"、"老齡化"、"空巢化"、養(yǎng)老資金不足等問題日益突出。內(nèi)蒙古自治區(qū)烏蘭察布市通過積極創(chuàng)新財政資金使用機(jī)制,用"有限財政"托舉起農(nóng)村養(yǎng)老這一"大民生",為破解農(nóng)村牧區(qū)養(yǎng)老難題探索出一條有效途徑。
[Abstract]:With the country's industrialization, urbanization and the rapid development of education, and a large number of migrant workers in rural pastoral areas, young people go out to study and do not want to return, the elderly stay at home is very common. The problems of "hollow" in rural pastoral areas, "aging", "empty nest", and lack of funds for the aged are becoming more and more outstanding. The Inner Mongolia Autonomous Region Holland By actively innovating the use mechanism of financial funds, the city uses "limited finance" to raise the "great people's livelihood" in rural areas, so as to explore an effective way to solve the problem of pension in rural pastoral areas.
