【摘要】：目前養(yǎng)老問題已成為我國經(jīng)濟社會發(fā)展中不可小覷的重要問題。如何養(yǎng)老、怎么做才能更好地為老年群體服務(wù)?對這一問題的科學解答,對完善我國養(yǎng)老服務(wù)體系具有重要的現(xiàn)實意義。社區(qū)養(yǎng)老作為家庭養(yǎng)老和機構(gòu)養(yǎng)老的有益補充,一方面解決了家庭養(yǎng)老和機構(gòu)養(yǎng)老存在的問題,另一方面也照顧到了老人的情感需求和生活質(zhì)量,在養(yǎng)老服務(wù)實踐中發(fā)揮著越來越多的優(yōu)勢�；诖�,對社區(qū)養(yǎng)老服務(wù)進行系統(tǒng)深入的研究,挖掘優(yōu)勢、探討存在的問題,提出更好發(fā)展的建議顯得尤為迫切。本文針對遼寧省錦州市太和區(qū)社區(qū)養(yǎng)老服務(wù)實踐進行研究。全文共分為五大部分:第一部分引言,主要介紹了本文的研究背景和研究意義,闡明了文章的研究思路、方法和創(chuàng)新之處。第二部分,對相關(guān)概念進行界定,在此基礎(chǔ)上闡述發(fā)展社區(qū)養(yǎng)老服務(wù)的理論依據(jù)。第三部分,以錦州市太和區(qū)社區(qū)為例,分析我國社區(qū)養(yǎng)老服務(wù)現(xiàn)狀和存在的問題并進行原因分析。第四部分,比較、借鑒國外社區(qū)養(yǎng)老服務(wù)的特點及成功經(jīng)驗。第五部分,基于社區(qū)養(yǎng)老服務(wù)供給側(cè)改革的現(xiàn)實需求,從建立多元化的服務(wù)主體、拓寬多樣化的資金來源、開展專業(yè)化服務(wù)、豐富服務(wù)內(nèi)容、加快社區(qū)養(yǎng)老服務(wù)產(chǎn)業(yè)化進程五個方面提出具體的對策建議。
[Abstract]:At present, the pension problem has become an important issue in the economic and social development of our country. How to provide for the aged, how to do better for the elderly group service? The scientific solution to this question is of great practical significance to the perfection of our pension service system. Community pension, as a useful supplement to family and institutional old-age, solves the problems of family pension and institutional old-age on the one hand, and also takes care of the emotional needs and quality of life of the elderly on the other hand. In the practice of old-age service play more and more advantages. Based on this, it is particularly urgent to make a systematic and in-depth study on the community pension service, to explore the advantages, to explore the existing problems, and to put forward some suggestions for better development. This paper studies the practice of community pension service in Taihe District, Jinzhou City, Liaoning Province. The paper is divided into five parts: the first part introduces the research background and significance of this paper, expounds the research ideas, methods and innovations. In the second part, the related concepts are defined and the theoretical basis for the development of community pension service is expounded. The third part, taking the community of Taihe District of Jinzhou City as an example, analyzes the present situation and existing problems of community pension service in China and analyzes the reasons. The fourth part, the comparison, draws lessons from the foreign community endowment service characteristic and the successful experience. The fifth part, based on the realistic demand of the supply-side reform of the community old-age service, from the establishment of diversified service main body, to broaden the diversified sources of funds, to develop specialized services, to enrich the content of services. To speed up the industrialization of community pension services in five aspects of specific countermeasures.
