【摘要】：社區(qū)養(yǎng)老服務(wù)指的是老年人在自己熟悉的生活環(huán)境和熟悉的人際關(guān)系網(wǎng)絡(luò)中,得到由政府、社區(qū)、社會以及個人提供的幫助與支持,這種以社區(qū)為依托的養(yǎng)老服務(wù)能夠?qū)彝ヰB(yǎng)老功能日益弱化做極好的補充,也能夠滿足不愿離開自己熟悉的環(huán)境而選擇機構(gòu)養(yǎng)老的老年人們,是未來養(yǎng)老服務(wù)的一個大趨勢。而現(xiàn)在老年人對養(yǎng)老服務(wù)的需求越來越多,也越來越多元化,社區(qū)養(yǎng)老服務(wù)應(yīng)怎么樣發(fā)展并解決日益劇增的不同的養(yǎng)老需求就成了本文討論研究的主要問題。本研究以西安市高新區(qū)為例子,對高新區(qū)內(nèi)10個社區(qū)的老年人隨機發(fā)放了100份問卷,在對這些老年人進行的社區(qū)養(yǎng)老服務(wù)需求調(diào)查的基礎(chǔ)上,結(jié)合相關(guān)文獻和調(diào)查,分析了社區(qū)養(yǎng)老服務(wù)在內(nèi)容、資金、隊伍、組織體系等方面的現(xiàn)狀問題。參閱學習國內(nèi)外先進的社區(qū)養(yǎng)老服務(wù)模式,吸取國內(nèi)外社區(qū)養(yǎng)老服務(wù)在發(fā)揮社區(qū)作用、服務(wù)項目層次化、資金來源多元化、服務(wù)隊伍專業(yè)化、關(guān)注老年人全面發(fā)展等啟示,構(gòu)建了社區(qū)養(yǎng)老服務(wù)發(fā)展的藍圖,從樹立理念到整合資源再到完善內(nèi)容,全面推進完善社區(qū)養(yǎng)老服務(wù)的發(fā)展,最終提出對發(fā)展社區(qū)養(yǎng)老服務(wù)的對策建議。
[Abstract]:Community pension service refers to the elderly in their familiar living environment and familiar network of interpersonal relations, by the government, the community, society and individuals to provide help and support, This kind of community based pension service can make an excellent supplement to the weakening of the family pension function, and can also satisfy the elderly who do not want to leave their familiar environment and choose the institution for the aged, which is a major trend of the future pension service. Nowadays, the elderly have more and more needs for the old-age service, so how to develop the community old-age service and how to solve the increasing need for the aged has become the main problem discussed in this paper. Taking Xi'an High-tech Zone as an example, 100 questionnaires were randomly distributed to the elderly in 10 communities in the High-Tech Zone. Based on the investigation of the demand for community old-age care services for these elderly people, combined with the relevant literature and investigation, This paper analyzes the current situation of community pension service in terms of content, fund, team, organization system, etc. Read and study the advanced community pension service model at home and abroad, draw inspiration from the community pension service at home and abroad in bringing into play the role of the community, stratification of service items, diversification of funding sources, specialization of service teams, attention to the comprehensive development of the elderly, etc. The blueprint of the development of community old-age service is constructed, from establishing the idea to integrating the resources to perfecting the content, and promoting the development of the community old-age service in an all-round way, and finally putting forward the countermeasures and suggestions for the development of the community old-age service.
