【摘要】：公眾參與重大行政決策是民主政治的重要體現(xiàn),也是依法科學(xué)制定行政決策的重要保障。近年來,隨著各級政府依法行政意識的不斷提升,江西在如何推進(jìn)公眾參與重大行政決策方面進(jìn)行了積極有益的嘗試和探索,也取得了不俗的成效,但是也還存在著許多問題和不足:公眾參與重大行政決策的意識不強(qiáng)、技能不高,公眾參與重大行政決策信息不對稱,公眾參與的代表遴選機(jī)制不健全,公眾參與重大行政決策的方式和渠道單一,重大行政決策的公眾動(dòng)議權(quán)缺失、反饋機(jī)制缺失,公眾參與的組織化程度較低等。公眾參與重大行政決策還亟待法治化、規(guī)范化。因此,通過分析江西公眾參與重大行政決策的得失原因,充分學(xué)習(xí)借鑒國內(nèi)外相關(guān)先進(jìn)經(jīng)驗(yàn),著重從如何營造公眾參與重大行政決策的良好氛圍、健全完善相關(guān)配套制度、探索建立公眾參與新渠道新機(jī)制、充分發(fā)揮社會組織團(tuán)體的積極作用等方面入手,采取有效措施,以尋求適合江西省情的公眾參與重大行政決策之路,找出適合江西實(shí)際的決策機(jī)制,探索建立公眾享有重大行政決策動(dòng)議權(quán)與公眾享有意見采納反饋及監(jiān)督權(quán)制度,拓寬公眾利用互聯(lián)網(wǎng)技術(shù)等多種渠道參與重大行政決策等,進(jìn)一步提升江西省公眾參與重大行政決策的效率,促進(jìn)公眾參與重大行政決策在江西的全面、快速發(fā)展,這對推進(jìn)法治江西建設(shè)具有重要的現(xiàn)實(shí)意義。
[Abstract]:Public participation in major administrative decisions is not only an important embodiment of democratic politics, but also an important guarantee for making administrative decisions scientifically according to law.In recent years, with the continuous improvement of administrative consciousness of governments at all levels, Jiangxi has made positive and beneficial attempts and explorations on how to promote public participation in major administrative decisions, and has also achieved remarkable results.However, there are still many problems and shortcomings: the awareness of public participation in major administrative decisions is not strong, the skills are not high, the information of public participation in major administrative decisions is asymmetric, the representative selection mechanism of public participation is not perfect.The way and channel of public participation in major administrative decision is single, the right of public motion is absent, the feedback mechanism is missing, and the degree of organization of public participation is low.Public participation in major administrative decisions still needs to be governed by law and standardized.Therefore, by analyzing the reasons for the public participation in major administrative decisions in Jiangxi Province, we can learn from the relevant advanced experiences at home and abroad, focus on how to create a good atmosphere for public participation in major administrative decisions, and improve the relevant supporting systems.To explore the establishment of new channels and mechanisms for public participation, to give full play to the positive role of social organizations, and to take effective measures to find a way for the public to participate in major administrative decisions, which is suitable for Jiangxi Province.To find out a decision-making mechanism suitable for Jiangxi's actual situation, to explore the establishment of a system whereby the public enjoys the right to move major administrative decisions and the public enjoys the right to adopt feedback and supervise opinions, and to broaden the public's participation in major administrative decisions through a variety of channels, such as Internet technology, etc.Further improve the efficiency of public participation in major administrative decisions in Jiangxi Province, promote public participation in major administrative decisions in Jiangxi Province, comprehensive and rapid development, which has an important practical significance to promote the construction of Jiangxi Province ruled by law.
