【摘要】：20世紀(jì)由于生活條件的改善,人類壽命大幅度增加,促使人類步入老齡化社會。面對沉重的人口壓力,人口老齡化日益嚴(yán)重,養(yǎng)老問題成為社會關(guān)心的問題之一。現(xiàn)階段養(yǎng)老服務(wù)模式中,機(jī)構(gòu)養(yǎng)老成為現(xiàn)代養(yǎng)老服務(wù)體系發(fā)展的趨勢。機(jī)構(gòu)養(yǎng)老作為一種切實(shí)可行的養(yǎng)老方式,逐漸成為越來越多人關(guān)注的熱門話題。由于我國機(jī)構(gòu)養(yǎng)老服務(wù)社會化水平低,社會實(shí)踐經(jīng)驗(yàn)不足,解決這些問題就必須正確了解目前發(fā)展機(jī)構(gòu)養(yǎng)老存在的背景以及機(jī)構(gòu)養(yǎng)老研究的意義,從理論和實(shí)踐角度出發(fā),尋求機(jī)構(gòu)養(yǎng)老的發(fā)展方向,促使機(jī)構(gòu)養(yǎng)老更快更好地發(fā)展。本文把準(zhǔn)格爾旗機(jī)構(gòu)養(yǎng)老作為研究對象,分析政府的責(zé)任和角色,運(yùn)用福利多元化、資源配置等理論,研究政府如何通過責(zé)任承擔(dān)和責(zé)任轉(zhuǎn)變,建立起相應(yīng)的管理機(jī)制與管理手段,以更好地促進(jìn)機(jī)構(gòu)養(yǎng)老服務(wù)的有效發(fā)展。本文主要按照問題-原因-對策的思路進(jìn)行研究分析:首先,發(fā)現(xiàn)準(zhǔn)格爾旗政府在機(jī)構(gòu)養(yǎng)老責(zé)任中存在的問題,比如準(zhǔn)格爾旗機(jī)構(gòu)養(yǎng)老的發(fā)展現(xiàn)狀、基礎(chǔ)設(shè)施建設(shè)情況、相關(guān)政策,政府責(zé)任等方面的問題;其次,找出存在這些問題的具體原因;最后,政府通過認(rèn)清責(zé)任,充分發(fā)揮職能,改變傳統(tǒng)觀念,加強(qiáng)養(yǎng)老機(jī)構(gòu)的管理和監(jiān)管,從根本上解決機(jī)構(gòu)養(yǎng)老實(shí)際問題,滿足老年人的多方面需要,增加老年人入住意愿。
[Abstract]:Because of the improvement of living conditions in the 20 ~ (th) century, the life span of human beings has increased greatly.Facing the heavy population pressure, the aging of the population is becoming more and more serious.In the current old-age service mode, institutional old-age care has become the trend of the development of the modern pension service system.As a feasible way to provide for the aged, institutional pension has gradually become a hot topic that more and more people pay attention to.Because of the low level of socialization of institutional pension service and the lack of social practical experience in our country, to solve these problems, we must correctly understand the background of the present development of institutional pension and the significance of the research on institutional old-age care, and proceed from the theoretical and practical point of view.Seek the development direction of institutional pension, promote institutional pension faster and better development.In this paper, Zhungeer Banner institution pension system as the research object, analyzes the responsibility and role of the government, applies the theory of welfare diversification, resource allocation and so on, studies how the government takes responsibility and changes the responsibility.Establish the corresponding management mechanism and management means to promote the effective development of institutional pension services.This article mainly carries on the research and analysis according to the problem-reason-countermeasure mentality: first, finds the Zhungeer flag government in the organization old-age support responsibility existence question, for example Zhungeer flag institution endowment development present situation, the infrastructure construction situation, the article mainly carries on the research and the analysis according to the question, the reason and the countermeasure thought:Related policies, government responsibilities and other issues; secondly, to find out the specific reasons for these problems; finally, the government through a clear understanding of responsibility, fully play its functions, change the traditional concept, strengthen the management and supervision of pension institutions.To solve the practical problems of institutional pension, to meet the needs of the elderly, and to increase the willingness of the elderly to stay.
