【摘要】：截至2014年底,我國60歲以上老年人口已達2.12億人,占全國總人口的15.5%。而且相對世界其他國家步入老齡化社會的進程來說,中國是大踏步進步入老齡化社會。老齡化帶來的諸多問題尤其是養(yǎng)老問題將日益突出,養(yǎng)老事業(yè)面臨著沉重的壓力和挑戰(zhàn)。然而,由于計劃生育政策的影響,我國家庭結構的變化,傳統(tǒng)家庭養(yǎng)老功能弱化,養(yǎng)老院等養(yǎng)老機構的服務質量參差不齊,不能滿足當前的養(yǎng)老需求。同時,政府大包大攬的養(yǎng)老方式由于資金、人員等方面的不足,也不可能徹底解決我國的養(yǎng)老問題。在此大背景下,動員多方社會力量參與社會養(yǎng)老服務供給成為緩解我國的養(yǎng)老壓力的有效途徑。同時,隨著我國公民社會的建立與成熟,第三部門成為社會治理的重要主體,在解決社會問題方面的作用也越來越重要。另外,由于第三部門自身的特點,使其在社會養(yǎng)老服務供給方面有其獨特的優(yōu)勢。因此,促進第三部門的發(fā)展,吸引第三部門參與到社會養(yǎng)老服務的供給中去,充分發(fā)揮其優(yōu)勢,是我國解決養(yǎng)老問題的必然選擇�；谖覈斍暗睦淆g化現(xiàn)實,本文以“第三部門參與社會養(yǎng)老服務供給問題研究”為題,在閱讀大量參考文獻基礎上,對我國第三部門參與社會養(yǎng)老服務供給的相關問題進行系統(tǒng)的剖析。文章主要運用了文獻研究法、比較分析法、理論聯(lián)系實際分析法等,介紹了我國當前的養(yǎng)老服務供給現(xiàn)狀及積極扶持第三部門參與社會養(yǎng)老服務供給的意義,第三部門參與社會養(yǎng)老服務供給存在的問題及成因,同時在借鑒了西方發(fā)達國家第三部門參與的經驗基礎上,提出了我國第三部門參與社會養(yǎng)老服務供給的合理化對策和建議。
[Abstract]:By the end of 2014, the elderly population over 60 years old in China has reached 212 million, accounting for 15.555% of the total population in China.Compared with the aging society of other countries in the world, China has made great strides into the aging society.Many problems brought by the aging, especially the old-age problems, will become increasingly prominent, the pension industry is facing heavy pressure and challenges.However, because of the influence of family planning policy, the change of family structure, the weakening of traditional family pension function, the uneven service quality of nursing home and other pension institutions, they can not meet the current pension needs.At the same time, due to the shortage of funds and personnel, it is impossible for the government to completely solve the pension problem of our country.In this context, mobilizing various social forces to participate in the provision of social pension services has become an effective way to relieve the pressure of the aged.At the same time, with the establishment and maturity of civil society in China, the third sector has become an important subject of social governance, and its role in solving social problems is becoming more and more important.In addition, because of its own characteristics, the third sector has its unique advantages in the supply of social pension services.Therefore, to promote the development of the third sector, to attract the third sector to participate in the supply of social services for the aged, and to give full play to its advantages is the inevitable choice to solve the pension problem in our country.Based on the current reality of aging in China, this paper is entitled "the third sector participates in the study of the supply of social old-age services", and on the basis of reading a large number of references,The third sector of China involved in the provision of social pension services related to the analysis of the system.This article mainly uses the literature research method, the comparative analysis method, the theory unifies the actual analysis method and so on, introduced our country present situation of the old-age service supply and actively supports the third sector to participate in the social old-age service supply significance.The problems and causes of the third sector participating in the supply of social old-age care services are discussed. Based on the experience of the third sector in the western developed countries, the rational countermeasures and suggestions for the third sector to participate in the supply of social old-age service are put forward.
