【摘要】：歐洲一體化進(jìn)程經(jīng)過(guò)半個(gè)多世紀(jì)的發(fā)展,在經(jīng)濟(jì)、政治、法律、社會(huì)領(lǐng)域建立了一套較為完善的運(yùn)轉(zhuǎn)和協(xié)調(diào)機(jī)制。這套高度復(fù)雜的聯(lián)盟制度是人類理性建構(gòu)的結(jié)果。然而,一體化歷史中出現(xiàn)的諸多問(wèn)題和危機(jī)也體現(xiàn)了這種建構(gòu)制度的種種不足。作為理性制度設(shè)計(jì)的最典型代表,依據(jù)“最優(yōu)貨幣區(qū)理論”建立起來(lái)的歐元體系在近年來(lái)出現(xiàn)的危機(jī)更加暴露了建構(gòu)的理論應(yīng)用于現(xiàn)實(shí)中出現(xiàn)的缺陷,由此也引發(fā)了本文關(guān)于理性限度和理性發(fā)揮作用的條件等系列探討。本文運(yùn)用進(jìn)化的觀點(diǎn),將歐洲一體化的歷史作為人類合作的擴(kuò)展秩序來(lái)研究,通過(guò)對(duì)支配擴(kuò)展秩序的規(guī)則和理性建構(gòu)關(guān)系的分析和梳理,試圖找出做為理性發(fā)揮作用之條件的行為規(guī)則及其進(jìn)化路徑。本文主要分四部分來(lái)論述:第一部分是理性概念和各個(gè)相關(guān)學(xué)科的理性理論,重點(diǎn)在于哈耶克的進(jìn)化理性主義;以及如何運(yùn)用相關(guān)理論構(gòu)成文章的整體分析框架;第二部分論述了歐洲民族國(guó)家交往領(lǐng)域規(guī)則的進(jìn)化,以邏輯順序分析了由武力到和平、由霸權(quán)到平等、由狹隘到認(rèn)同的交往規(guī)則進(jìn)化歷程,以及該規(guī)則的進(jìn)化如何為一體化奠定最根本的基礎(chǔ);第三部分關(guān)注歐洲經(jīng)濟(jì)領(lǐng)域秩序和規(guī)則的進(jìn)化,采用內(nèi)部秩序和外部秩序、內(nèi)部規(guī)則和外部規(guī)則以及個(gè)體行為規(guī)則如何形成整體秩序的觀點(diǎn),說(shuō)明了歐洲經(jīng)濟(jì)一體化過(guò)程制定的各種具體經(jīng)濟(jì)制度和規(guī)則是建立在一系列抽象經(jīng)濟(jì)規(guī)則的基礎(chǔ)上,并論述了這些抽象規(guī)則為何。第四部分論述了歐洲實(shí)現(xiàn)政治聯(lián)合和建立超國(guó)家機(jī)構(gòu)的前提條件是各成員國(guó)民主化進(jìn)程的完成和民主原則的確立。本篇論文將進(jìn)化的觀點(diǎn)和關(guān)于理性與秩序、規(guī)則的研究結(jié)合起來(lái),應(yīng)用于歐洲一體化進(jìn)程的考察,得出的啟示為歐洲一體化是合目的性和價(jià)值性于一體的規(guī)則和理性進(jìn)化過(guò)程,其間的理性建構(gòu)得以實(shí)現(xiàn)以一系列抽象規(guī)則為條件和基礎(chǔ),此外,歐盟的未來(lái)發(fā)展需要進(jìn)一步的審慎思考,為理性尋找確當(dāng)?shù)南薅?才是一種負(fù)責(zé)任的發(fā)展觀。
[Abstract]:After more than half a century of development, the European integration process has established a set of relatively perfect operation and coordination mechanism in the fields of economy, politics, law and society.This highly complex system of alliance is the result of the rational construction of human beings.However, many problems and crises in the history of integration also reflect the shortcomings of this system.As the most typical representative of rational system design, the euro system established according to the theory of "optimal currency area" in recent years has more exposed the defects in the application of the theory of construction in reality.This also leads to a series of discussions about the limits of rationality and the conditions under which reason exerts its function.This paper studies the history of European integration as the expanding order of human cooperation with the viewpoint of evolution, and analyzes and combs the relationship between the rules governing and rational construction of the order of expansion.This paper tries to find out the rules of behavior and its evolution path.This paper is divided into four parts: the first part is the concept of rationality and the rational theory of various related disciplines, focusing on Hayek's evolutionary rationalism, and how to use the relevant theories to form the overall analysis framework of the article;The second part discusses the evolution of the rules in the field of communication between national states in Europe, and analyzes the evolution of the rules of communication from force to peace, from hegemony to equality, from parochial to identity.And how the evolution of the rules lays the most fundamental foundation for integration. The third part focuses on the evolution of the order and rules in the European economic sphere, using the internal order and the external order.The viewpoint of how internal and external rules, as well as individual rules of conduct, form the whole order, shows that various specific economic systems and rules made in the process of European economic integration are based on a series of abstract economic rules.And discussed these abstract rules why.The fourth part discusses that the prerequisite for the political union and the establishment of supranational institutions in Europe is the completion of the democratization process and the establishment of democratic principles.This paper combines the viewpoint of evolution with the research on rationality and order and rules, and applies it to the investigation of the process of European integration. The enlightenment is that European integration is a process of rule and rational evolution which conforms to the purpose and value.The realization of rational construction is based on a series of abstract rules. In addition, the future development of EU needs further careful thinking, and finding the proper limit for rationality is a responsible concept of development.
