【摘要】：社區(qū)治理是國(guó)家治理體系中的基礎(chǔ)性工程。中共十八屆三中全會(huì)要求統(tǒng)籌城鄉(xiāng)社區(qū)建設(shè),并首提了"國(guó)家治理體系和治理能力現(xiàn)代化"的理念,要求促進(jìn)群眾在社區(qū)治理中依法自我教育、自我服務(wù)、自我管理、自我監(jiān)督。治理體系和治理能力的現(xiàn)代化給社區(qū)治理提出挑戰(zhàn)的同時(shí),也給社區(qū)治理提供了宏觀的戰(zhàn)略框架。對(duì)此,我們需要準(zhǔn)確把握國(guó)家治理和社區(qū)治理之間的內(nèi)在關(guān)系,積極推進(jìn)社區(qū)治理創(chuàng)新,以社區(qū)層面治理問(wèn)題的解決不斷推動(dòng)國(guó)家治理體系和治理能力的現(xiàn)代化。隨著城市化進(jìn)程的加快,大型社區(qū)在全國(guó)各地迅速興起,逐漸成為為一種具有代表性的社區(qū)類型。大型社區(qū)在大量轉(zhuǎn)移城市人口、緩解中心城區(qū)壓力的同時(shí),也給社區(qū)帶來(lái)了一系列的"城市病",給社區(qū)治理帶來(lái)了不小的挑戰(zhàn)。要保證大型社區(qū)社會(huì)生活的健康、穩(wěn)定、有序,在加強(qiáng)大型社區(qū)建設(shè)和發(fā)展的同時(shí),也必須重視對(duì)大型社區(qū)的治理。近年來(lái),國(guó)內(nèi)諸多學(xué)者將治理理論運(yùn)用到社區(qū)治理層面,探索合力以政府為中心、社區(qū)自治為中心以及政府與社會(huì)協(xié)作的多種治理模式,不斷推進(jìn)大型社區(qū)治理研究以及現(xiàn)實(shí)實(shí)踐。因此,開(kāi)展大型社區(qū)治理不僅有助于豐富我國(guó)社區(qū)治理研究,對(duì)大型社區(qū)的可持續(xù)發(fā)展特別是對(duì)推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化也具有非常重要的現(xiàn)實(shí)意義。本文以"大型社區(qū)治理"為研究主題,將視角對(duì)準(zhǔn)南京市浦口區(qū)城市化過(guò)程中出現(xiàn)的大型社區(qū)群體,通過(guò)總結(jié)浦口區(qū)大型社區(qū)治理的現(xiàn)狀并深入分析研究治理存在的問(wèn)題及原因,借鑒國(guó)內(nèi)外社區(qū)治理的經(jīng)驗(yàn),探索大型社區(qū)治理模式。本文主要是運(yùn)用善治理論、協(xié)同治理理論和多中心理論,提出了優(yōu)化大型社區(qū)治理、提升社區(qū)治理能力的一系列建議,期望建立以政府為主導(dǎo)、社區(qū)居委會(huì)自治、社會(huì)組織及居民等多元主體積極參與的大型社區(qū)治理機(jī)制,從而有效解決大型社區(qū)治理問(wèn)題。
[Abstract]:Community governance is a basic project of national governance system in the third Plenary Session of the 18th CPC Central Committee. The requirements of urban and rural community construction, and the first mention of the "national governance systems and governance capacity modernization" concept, promote people according to the law in the community governance self education, self serving, self management, self supervision. Modern governance systems and governance capacity to the community governance challenges at the same time, but also to the community governance provides a macro strategic framework. In this regard, we need to accurately grasp the relationship between national governance and community governance, actively promote community governance innovation, to solve the community governance issues continue to promote national governance systems and governance capacity modernization. With the process of city speeding up, a large community is rising rapidly in the country, has gradually become a representative community community in a large number of large type. The transfer of city population, the city center to ease the pressure at the same time, but also to the community has brought a series of "urban diseases", brought no small challenge to community governance. To ensure a large community of social life and healthy, stable, orderly, in strengthening the large community construction and development at the same time, also must pay attention to governance of large community. In recent years, many domestic scholars apply theory of governance to explore the community governance level, together with the government as the center, the center for community autonomy and cooperation of various government and social governance mode, continuously promote the large community governance research and practice. Therefore, to carry out large-scale community governance not only helps to enrich the research of community governance in China, the sustainable development of large communities especially also has very important practical significance for the promotion of national governance systems and governance capacity modernization. Based on the "community governance" The research topic, the perspective at the Pukou City area of Nanjing city in the process of large communities, by summing up the status quo of Pukou area large community governance and in-depth analysis of the problems and the reasons of the existence of governance, from the domestic and foreign community governance experience, explore the large community governance model. This paper mainly uses the theory of good governance, cooperative governance the theory and multi center theory, put forward the optimization of large community governance, a series of suggestions to promote community governance capacity, with the hope of establishing a government led, community autonomy, community governance large multi subject social organizations and residents to actively participate in, so as to effectively solve the problem of large community governance.
