【摘要】：未成年人已經(jīng)越來越早地接觸互聯(lián)網(wǎng),然而網(wǎng)絡(luò)空間存在大量不適宜于未成年人的信息。為給未成年人提供綠色的上網(wǎng)環(huán)境,對網(wǎng)絡(luò)信息進(jìn)行分級管理是大勢所趨,既符合對未成年人"特殊、優(yōu)先保護(hù)"的法律要求,又可兼顧成年人的利益。域外網(wǎng)絡(luò)信息分級制度的成功經(jīng)驗表明,建立符合我國實際情況的未成年人網(wǎng)絡(luò)信息分級制度,需要遵循政府監(jiān)管與行業(yè)自律并重、適度監(jiān)管、社會共同參與和懲罰相濟(jì)等原則,明確分級范圍、分級標(biāo)準(zhǔn),確立統(tǒng)一的監(jiān)管機(jī)構(gòu),同時還需運用過濾軟件等技術(shù)手段來配合制度的實施。
[Abstract]:Minors have been exposed to the Internet more and more early, but there is a large amount of information in cyberspace that is not suitable for minors.In order to provide a green Internet environment for minors, it is the trend of the times to manage the network information at different levels, which is not only in line with the legal requirements of "special and preferential protection" for minors, but also takes into account the interests of adults.The successful experience of the extraterritorial network information grading system shows that the establishment of the minors' network information grading system, which conforms to the actual situation of our country, needs to follow the equal emphasis of government supervision and industry self-discipline, and moderate supervision.The principle of social participation and punishment is to define the scope and standard of classification, to establish a unified regulatory body, and to use filtering software and other technical means to cooperate with the implementation of the system.
