文萊“2035宏愿”與“一帶一路”的戰(zhàn)略對(duì)接研究

【摘要】:"2035宏愿"是文萊提出的國家發(fā)展戰(zhàn)略,有著維護(hù)其國內(nèi)政治穩(wěn)定、加強(qiáng)地區(qū)安全、實(shí)現(xiàn)經(jīng)濟(jì)多元化和打造區(qū)域經(jīng)濟(jì)中心的多重考量。在發(fā)展中文兩國關(guān)系上,"一帶一路"倡議和"2035宏愿"的戰(zhàn)略對(duì)接得到了兩國最高領(lǐng)導(dǎo)人的肯定,并且有望在基礎(chǔ)設(shè)施建設(shè)、科技、農(nóng)業(yè)和第三產(chǎn)業(yè)領(lǐng)域展開廣泛的合作。此外,兩國的戰(zhàn)略對(duì)接有助于雙方更好地應(yīng)對(duì)來自非傳統(tǒng)安全領(lǐng)域的挑戰(zhàn),對(duì)妥善解決南海問題,維護(hù)地區(qū)的和平與穩(wěn)定有著重要意義。另一方面,兩國戰(zhàn)略對(duì)接的不確定性因素主要來自文萊經(jīng)濟(jì)增長的放緩,地區(qū)貿(mào)易規(guī)則的變化以及其國內(nèi)推行的"伊斯蘭教法"可能產(chǎn)生的制約。
[Abstract]:"2035 Vision" is a national development strategy put forward by Brunei. It has many considerations to maintain domestic political stability, strengthen regional security, realize economic diversification and build regional economic center.In developing Sino-Chinese relations, the "Belt and Road" initiative and the "2035 Vision" strategy have won recognition from the top leaders of the two countries and are expected to develop extensive cooperation in infrastructure construction, science and technology, agriculture and the tertiary industry.In addition, the strategic docking between the two countries will help the two sides better deal with the challenges from non-traditional security areas, and play an important role in properly resolving the South China Sea issue and maintaining regional peace and stability.On the other hand, the uncertainty of the strategic linkage between the two countries is mainly due to the slowdown in economic growth, the changes in regional trade rules and the possible constraints of the Islamic Shariah in the country.
