【摘要】：以金磚國(guó)家為代表的新興經(jīng)濟(jì)體不但是全球氣候治理的參與者,更應(yīng)該積極充當(dāng)"穩(wěn)定之錨",以"知識(shí)型權(quán)威"定位幫助各方建構(gòu)新的認(rèn)知,從而引領(lǐng)《巴黎協(xié)定》的廣大參與方、締約方共同推動(dòng)協(xié)定的實(shí)施,為推進(jìn)全球氣候治理提供金磚力量�；跉夂蛑卫眢w系各方的認(rèn)知變化、共有信念建立等動(dòng)態(tài)博弈進(jìn)程,利用泊松隨機(jī)過程刻畫治理失靈的情形,構(gòu)建締約方權(quán)威選擇模型。認(rèn)為在新形勢(shì)下,金磚國(guó)家作為全球化的支撐群體需要通過轉(zhuǎn)換自身的經(jīng)驗(yàn)和新的觀念,扮演"知識(shí)型權(quán)威"角色,積極發(fā)揮在全球氣候治理中引領(lǐng)作用,從而促進(jìn)全球氣候治理體系向更為平衡的方向演化。
[Abstract]:Emerging economies, represented by the BRICS countries, are not only participants in global climate governance, but also actively act as "anchor of stability", helping to build new perceptions with a "knowledge-based authority" position.Thus leading a broad range of participants in the Paris Agreement, the parties work together to promote the implementation of the agreement and provide the BRICS force for advancing global climate governance.Based on the cognitive changes of all parties in the climate governance system and the dynamic game process such as the establishment of common beliefs, the Poisson stochastic process is used to describe the failure of governance, and the authority selection model of the parties is constructed.Considering that under the new situation, the BRICS countries, as the supporting groups of globalization, need to play a "knowledge authority" role and play an active leading role in global climate governance through the transformation of their own experiences and new concepts,Thus promoting a more balanced evolution of the global climate governance system.
