【摘要】：當(dāng)今社會(huì),安全問題得到廣泛關(guān)注,國(guó)內(nèi)外各地區(qū)安全社區(qū)建設(shè)的成功案例,用事實(shí)證明了安全社區(qū)的建設(shè)可以有效減少傷害,促進(jìn)社區(qū)發(fā)展,增強(qiáng)公民的安全意識(shí),并且增加居民的歸屬感和責(zé)任感,所以安全社區(qū)建設(shè)正成為我國(guó)社區(qū)安全工作的重點(diǎn),安全社區(qū)創(chuàng)建工作正在全國(guó)范圍不斷推進(jìn),并向城鎮(zhèn)、農(nóng)村發(fā)展。首先,本文通過查閱國(guó)內(nèi)外文獻(xiàn),對(duì)創(chuàng)建安全社區(qū)的由來(lái)、國(guó)內(nèi)外安全社區(qū)發(fā)展建設(shè)情況進(jìn)行闡述,并對(duì)我國(guó)安全社區(qū)建設(shè)的指標(biāo)及評(píng)價(jià)進(jìn)行了簡(jiǎn)單的說明。其次,還原了光明山鎮(zhèn)安全社區(qū)建設(shè)過程,內(nèi)容涵蓋光明山鎮(zhèn)概況、安全社區(qū)建設(shè)項(xiàng)目前期準(zhǔn)備、事故傷害風(fēng)險(xiǎn)辨識(shí)及評(píng)估以及安全項(xiàng)目的開展。其中,對(duì)項(xiàng)目的開展情況進(jìn)行了詳述。本文的論述重點(diǎn)是莊河市光明山鎮(zhèn)安全社區(qū)創(chuàng)建的案例分析。通過對(duì)光明山鎮(zhèn)實(shí)際情況的考察、相關(guān)數(shù)據(jù)整理分析,還原了光明山鎮(zhèn)安全社區(qū)創(chuàng)建的過程,重點(diǎn)對(duì)八個(gè)安全項(xiàng)目的開展效果進(jìn)行論述,運(yùn)用定量與定性分析相結(jié)合的方法,論述了工作開展的成效。其后,通過筆者深入走訪調(diào)研,提出了光明山鎮(zhèn)在安全社區(qū)創(chuàng)建工作開展中遇到的問題,并結(jié)合實(shí)際分析產(chǎn)生問題的原因。最后,在反復(fù)調(diào)查研究的基礎(chǔ)上,筆者從六個(gè)方面對(duì)光明山鎮(zhèn)安全社區(qū)建設(shè)工作提出了相應(yīng)的改進(jìn)建議、對(duì)安全社區(qū)工作的四點(diǎn)思考,提出了對(duì)安全社區(qū)工作前景的展望。希望通過本文對(duì)光明山鎮(zhèn)安全社區(qū)建設(shè)工作的闡述與研究,能為改進(jìn)光明山鎮(zhèn)安全社區(qū)創(chuàng)建工作提供支持,為其他鄉(xiāng)鎮(zhèn)創(chuàng)建國(guó)家安全社區(qū)工作提供參考。
[Abstract]:In today's society, security issues have received extensive attention. The successful cases of building safe communities in various regions at home and abroad have proved by facts that the construction of safe communities can effectively reduce harm, promote community development, and enhance citizens' safety awareness.And increase the sense of belonging and responsibility of the residents, so the construction of safe community is becoming the focus of the community safety work in our country, and the building of the safe community is advancing continuously in the whole country, and developing to the towns and the countryside.First of all, by consulting the domestic and foreign literature, this paper expounds the origin of the establishment of the safe community, the development and construction of the safe community at home and abroad, and gives a simple explanation of the indicators and evaluation of the construction of the safe community in China.Secondly, the process of safety community construction in Guangmingshan Town is restored, which covers the general situation of Guangmingshan Town, the preliminary preparation of the safety community construction project, the risk identification and evaluation of accident injury and the development of safety project.Among them, the development of the project is described in detail.The focus of this paper is the case study on the establishment of safety community in Guangmingshan Town, Zhuanghe City.Based on the investigation of the actual situation of Guangmingshan Town and the analysis of relevant data, this paper restores the process of establishing the safety community in Guangmingshan Town, and discusses the effect of the eight safety projects, and applies the method of combining quantitative and qualitative analysis.The effectiveness of the work is discussed.Then, through the author's in-depth investigation, the author puts forward the problems encountered in the establishment of the safe community in Guangmingshan Town, and analyzes the causes of the problems combined with the actual situation.Finally, on the basis of repeated investigation and research, the author puts forward corresponding suggestions for improving the construction of safety community in Guangmingshan Town from six aspects, and puts forward the prospect of safe community work.It is hoped that this paper can provide support for improving the establishment of safety community in Guangmingshan Town and provide reference for other towns to create the national safe community work by expounding and studying the construction work of safety community in Guangmingshan Town.
