【摘要】：在全球性國(guó)際公共產(chǎn)品供應(yīng)嚴(yán)重不足以及被"私物化"的背景下,共同需求和共同利益將會(huì)驅(qū)使區(qū)域內(nèi)國(guó)家或國(guó)家集團(tuán)聯(lián)合起來(lái)提供"區(qū)域性公共產(chǎn)品"。在湄公河次區(qū)域,域外國(guó)家長(zhǎng)期以來(lái)就不斷積極地參與湄公河次區(qū)域的開(kāi)發(fā)合作,這在一定程度上沖淡了湄公河下游5國(guó)對(duì)中國(guó)合作的需求,增加了湄公河地區(qū)開(kāi)發(fā)合作的復(fù)雜性和競(jìng)爭(zhēng)性。因此,"瀾滄江一湄公河合作機(jī)制"的建立是我國(guó)政府在新的歷史時(shí)期實(shí)行積極主動(dòng)的區(qū)域合作戰(zhàn)略,促進(jìn)中國(guó)與周邊東南亞國(guó)家區(qū)域合作的一項(xiàng)重要戰(zhàn)略舉措。瀾湄次區(qū)域內(nèi)各國(guó)的國(guó)際開(kāi)發(fā)合作具有典型的區(qū)域性公共產(chǎn)品屬性,與美日等主導(dǎo)的合作機(jī)制相比,瀾湄合作機(jī)制具有更明顯的區(qū)域性公共產(chǎn)品優(yōu)勢(shì)。中國(guó)通過(guò)主導(dǎo)瀾湄次區(qū)域合作中區(qū)域性公共產(chǎn)品的提供,可推動(dòng)區(qū)域內(nèi)各國(guó)發(fā)展戰(zhàn)略的對(duì)接與輻合,形成一個(gè)以中國(guó)為中心節(jié)點(diǎn)的合作體系網(wǎng)。在此過(guò)程中,中國(guó)需要成為瀾湄次區(qū)域合作中區(qū)域性公共產(chǎn)品提供的推動(dòng)者;積極構(gòu)建公共產(chǎn)品融資機(jī)制,帶動(dòng)官方和商業(yè)化導(dǎo)向資金的投入,并發(fā)揮區(qū)域性機(jī)構(gòu)的作用,支持區(qū)域內(nèi)對(duì)話并建立共識(shí)。
[Abstract]:Under the background of the serious shortage of the global international public goods supply and the privatization of the public goods, the common needs and common interests will drive the countries or groups of countries in the region to unite to provide "regional public goods".In the Mekong sub-region, extraterritorial countries have been actively participating in the development cooperation of the Mekong sub-region for a long time, which to a certain extent has weakened the needs of the five countries in the lower Mekong River for China's cooperation.Increased complexity and competitiveness of development cooperation in the Mekong region.Therefore, the establishment of "Lancangjiang-Mekong Cooperation Mechanism" is an important strategic measure for our government to carry out active regional cooperation strategy and promote regional cooperation between China and neighboring Southeast Asian countries in the new historical period.The international development cooperation of the countries in Lanmae subregion has the typical regional public goods attribute. Compared with the cooperation mechanism led by the United States and Japan, Lanmae cooperation mechanism has more obvious advantages of regional public goods.By leading the provision of regional public goods in Lanmae sub-regional cooperation, China can promote the docking and convergence of the development strategies of various countries in the region, and form a cooperative system network with China as the central node.In the process, China needs to be a catalyst for the provision of regional public goods in Lanmai sub-regional cooperation; actively establish a public goods financing mechanism to bring official and commercialized funds into play; and give play to the role of regional institutions.Support regional dialogue and consensus-building.
