【摘要】：一項國家戰(zhàn)略的提出是為國家利益服務的,要靠合理有效的政策工具來執(zhí)行。執(zhí)行戰(zhàn)略的政策工具是否合理要通過戰(zhàn)略的具體實施情況以及是否達到了預期目標,抑或是否朝著既定目標推進來進行判定。奧巴馬總統(tǒng)從執(zhí)政初期提出“亞太再平衡戰(zhàn)略”至執(zhí)政期滿,這一戰(zhàn)略到底執(zhí)行得如何?是否實現(xiàn)了預期目標?到底是什么因素影響到了戰(zhàn)略的執(zhí)行?這些問題引起眾多中外學者的觀察和研究。本論文在這些研究和戰(zhàn)略執(zhí)行的實際情況基礎上,進行梳理和分析,對奧巴馬政府的亞太再平衡戰(zhàn)略進行評估。該戰(zhàn)略是符合美國國家利益的,但需要強有力的政策和手段保證戰(zhàn)略目標的達成,但是美國國內政治阻礙了戰(zhàn)略的執(zhí)行,通過分析,更加深入理解美國亞太再平衡戰(zhàn)略的目標和執(zhí)行情況,能夠使得我們更加理性和現(xiàn)實地看待美國亞太再平衡戰(zhàn)略,從而能夠正確、積極地應對。從戰(zhàn)略執(zhí)行情況出發(fā)進行分析,得出國內政治是該戰(zhàn)略執(zhí)行不力的根本因素的結論。通過對再平衡戰(zhàn)略進行分析評估,對我們更深刻理解美國亞太政策及其戰(zhàn)略意圖具有重要意義。
[Abstract]:A national strategy is put forward to serve the interests of the country and must be implemented by reasonable and effective policy tools.Whether the policy tool for implementing the strategy is reasonable should be judged by the concrete implementation of the strategy and whether it has reached the expected goal or whether it has advanced towards the established goal.How did President Obama implement the Asia-Pacific rebalancing Strategy from the beginning of his administration to the end of his term of office?Have the desired objectives been achieved?What factors affect the implementation of the strategy?These problems caused many Chinese and foreign scholars to observe and study.On the basis of these studies and the actual situation of strategy implementation, this paper reviews and analyzes the Obama administration's Asia-Pacific rebalancing strategy.The strategy is in the national interest of the United States, but it needs strong policies and means to ensure the achievement of the strategic objectives. But domestic politics in the United States has hindered the implementation of the strategy.A deeper understanding of the objectives and implementation of the US Asia-Pacific rebalancing strategy will enable us to view the U.S. Asia-Pacific rebalancing strategy more rationally and realistically, so that we can correctly and positively respond to it.Based on the analysis of the implementation of the strategy, the conclusion is drawn that domestic politics is the basic factor of the weak implementation of the strategy.Through the analysis and evaluation of the rebalancing strategy, it is of great significance for us to have a deeper understanding of the US Asia-Pacific policy and its strategic intent.
