【摘要】：近年來隨著利益主體的增多,利益要求的多元化現(xiàn)象十分突出,農(nóng)民工作為社會弱勢群體的一部分有其固有的利益訴求。當(dāng)前國家為農(nóng)民工提供了人大、信訪、工會、大眾傳媒等諸多制度化的利益表達途徑,但是近年來農(nóng)民工通過靜坐請愿、阻塞交通要道、跳樓等方式進行的非制度化利益表達事件頻發(fā)。利益表達是法律賦予公民的政治權(quán)利,是解決社會矛盾與沖突的方式,通過利益表達將利益訴求輸入進政治系統(tǒng)變?yōu)檎咻敵?實現(xiàn)利益分配均衡化是利益表達的意義所在。農(nóng)民工通過各種非理性的體制外方式進行利益表達,影響政府資源的權(quán)威性分配,實現(xiàn)自己的利益訴求。農(nóng)民工非制度化利益表達實質(zhì)上是農(nóng)民工與政治系統(tǒng)的互動,通過利益表達影響政府決策。非制度化利益表達的主要表現(xiàn)形式有越級上訪,暴力對抗,以堵路、請愿為主要形式的街頭集體行為,個人極端行為等。農(nóng)民工階層的特殊性使農(nóng)民工非制度化利益表達呈現(xiàn)出一些特點,其影響有利也有弊。要克服消極影響、發(fā)揮積極影響就要分析農(nóng)民工非制度化利益表達出現(xiàn)的原因。農(nóng)民工思想觀念有待提高,缺乏利益表達素養(yǎng)與法律意識；政府工作人員缺乏群眾觀念,政績觀扭曲,漠視農(nóng)民工利益是農(nóng)民工選擇非制度化利益表達的觀念因素。利益表達制度的體制性弊端與社會分配制度對農(nóng)民工的不公是農(nóng)民工非制度化利益表達的體制性原因。工會效能有限,農(nóng)民工社會團體缺乏,老鄉(xiāng)會等自組織發(fā)展有限使農(nóng)民工在利益表達中缺乏組織后盾。減少農(nóng)民工非制度化利益表達現(xiàn)象要從加強思想觀念建設(shè)、制度建設(shè)和組織建設(shè)入手。社會主義和諧社會不是沒有沖突沒有矛盾的社會,而是有效解決矛盾和沖突實現(xiàn)利益共享的社會。利益表達是協(xié)調(diào)利益矛盾的突破口,是化解社會矛盾的安全閥,賦予農(nóng)民工充分的利益表達權(quán)是實現(xiàn)和諧社會的關(guān)鍵所在。
[Abstract]:In recent years, with the increase of the main body of interests, the diversification of interest requirements is very prominent, migrant workers as a part of the social vulnerable groups have their inherent interests.At present, the state has provided many institutionalized ways to express the interests of migrant workers, such as the people's Congress, letters and visits, trade unions, mass media, and so on. But in recent years, migrant workers have blocked the main traffic routes through sit-in petitions.The non-institutional expression of interest is frequently carried out by means of jumping from buildings.The expression of interests is a political right endowed by law to citizens and a way to solve social contradictions and conflicts. It is the meaning of interest expression to input interest demands into the political system into policy output and to realize the equalization of interest distribution through the expression of interests.Migrant workers express their interests through various irrational ways outside the system, which affect the authoritative allocation of government resources and realize their own interests.The expression of non-institutionalized interests of migrant workers is essentially the interaction between migrant workers and political system, which influences government decisions through the expression of interests.The main forms of non-institutionalized interest expression are leapfrogging petition, violent confrontation, street collective behavior with blocking road, petition as main form, individual extreme behavior and so on.The particularity of the class of migrant workers makes the expression of non-institutionalized interests of migrant workers show some characteristics, and its influence has both advantages and disadvantages.In order to overcome the negative influence and exert the positive influence, we should analyze the reasons for the emergence of the non-institutionalized interest expression of migrant workers.The ideology and concept of migrant workers need to be improved, lack of interest expression literacy and legal consciousness; the lack of mass concept of government staff, distorted view of achievements, ignoring the interests of migrant workers are the choice of non-institutional interests of migrant workers to express the concept of factors.The institutional malpractice of the interest expression system and the injustice of the social distribution system to the migrant workers are the institutional reasons for the non-institutionalized expression of the interests of the migrant workers.The limited efficiency of trade unions, the lack of social groups of migrant workers, and the limited self-organization development of township associations make migrant workers lack organizational backing in the expression of interests.To reduce the phenomenon of non-institutionalized interest expression of migrant workers, we should start with strengthening the construction of ideology, system and organization.A harmonious socialist society is not a society without conflicts, but a society in which conflicts and conflicts are effectively resolved.The expression of interests is the breakthrough to coordinate the contradiction of interests and the safety valve to resolve the social contradictions. It is the key to realize the harmonious society to endow the peasant workers with the right of full expression of interests.
