【摘要】：政黨與政治參與都是現(xiàn)代政治學(xué)研究中的重要問題,學(xué)者們對政黨在議會中的政治參與研究也十分關(guān)注與重視。在普京總統(tǒng)的支持下,“統(tǒng)一俄羅斯”黨成為2001年后第四屆至第七屆國家杜馬選舉中主要的“政權(quán)黨”。學(xué)者們對“統(tǒng)一俄羅斯”黨和國家杜馬分別進(jìn)行過細(xì)致研究,但針對“統(tǒng)一俄羅斯”黨在國家杜馬選舉中的政治參與研究尚待完善�；诂F(xiàn)有文獻(xiàn),本文主要研究的問題有:當(dāng)代俄羅斯政黨政治參與是什么?在第四屆至第七屆國家杜馬選舉中,“統(tǒng)一俄羅斯”黨政治參與的變化是什么?“統(tǒng)一俄羅斯”黨在國家杜馬選舉中面臨的政治參與局限是什么?“統(tǒng)一俄羅斯”黨政治參與前景有幾種可能?為研究上述問題,本文首先概括了政治參與理論和政黨的政治參與內(nèi)容、形式和功能,系統(tǒng)梳理俄羅斯政黨在國家杜馬選舉中的政治參與,總結(jié)當(dāng)代俄羅斯政黨的政治參與內(nèi)容、形式和特點(diǎn)。其次,從選舉制度視角出發(fā),嘗試研究選舉制度的變化對“統(tǒng)一俄羅斯”黨在國家杜馬選舉中的政治參與影響。通過分析第四屆國家杜馬的混合選舉制、第五屆和第六屆國家杜馬的比例代表制和第七屆國家杜馬的混合選舉制分別對“統(tǒng)俄黨”政治參與的影響,得出混合選舉制更有利于選區(qū)勢力較強(qiáng)的黨,比例代表制更有利于大黨放大選票效應(yīng)的結(jié)論。再次,結(jié)合上述理論分析“統(tǒng)一俄羅斯”黨在國家杜馬選舉中面臨的內(nèi)部局限——“政權(quán)黨”和外部局限——選民“罷選”兩個問題。最后,預(yù)測“統(tǒng)一俄羅斯”黨政治參與前景的三種可能:第一種——實(shí)現(xiàn)從“政權(quán)黨”到“優(yōu)勢黨”的角色轉(zhuǎn)變;第二種——維持“政權(quán)黨”身份,成為“總統(tǒng)黨”;第三種——或與其他黨派或社會運(yùn)動合并,成為“聯(lián)合黨”。
[Abstract]:Political parties and political participation are important issues in the study of modern political science, and scholars pay great attention to the political participation of political parties in parliament.With the support of President Putin, the United Russia Party became the main "political party" in the fourth to seventh state Duma elections after 2001.Scholars have made detailed research on the United Russia Party and the State Duma respectively, but the political participation of the United Russia Party in the State Duma election has yet to be improved.Based on the existing literature, this paper mainly studies the following questions: what is the political participation of contemporary Russian political parties?What is the change of the "United Russia" party's political participation in the election of the 4th to 7th State Duma?What are the limitations of the "United Russia" party's political participation in the State Duma election?How many possibilities are there in the prospect of political participation of the "United Russia" party?In order to study the above problems, this paper firstly summarizes the theory of political participation and the content, form and function of political participation of political parties, and systematically combs the political participation of Russian political parties in the elections of the State Duma.To summarize the content, form and characteristics of political participation of contemporary Russian political parties.Secondly, from the perspective of the electoral system, this paper tries to study the influence of the change of the electoral system on the political participation of the United Russia Party in the State Duma election.Through the analysis of the mixed election system of the fourth State Duma, the proportional representation system of the fifth and sixth Duma and the mixed election system of the Seventh State Duma, respectively, the influence of the political participation of the "United Russia Party" on the political participation of the "United Russia Party" is analyzed.It is concluded that the mixed election system is more favorable to the party with strong constituency power, and the proportional representation system is more favorable to the large party in amplifying the vote effect.Thirdly, this paper analyzes the internal limitation of "United Russia" Party in the election of the State Duma-the "regime Party" and the external limitation-"recall" of voters.Finally, three possibilities of predicting the prospect of "United Russia" party's political participation are as follows: the first is to change the role from "political party" to "superior party", the second is to maintain the identity of "political party" and become "presidential party".The third-or merge with other parties or social movements to form a United Party.
