【摘要】：英國脫歐及更為宏大的逆全球化浪潮表明,再國家化正獲得新的動力,歐盟研究似應(yīng)更加關(guān)注其成員國甚至地方政府的能動性。在歐盟多層治理體系中,成員國始終發(fā)揮著決定性作用,而歐盟超國家機構(gòu)與成員國地方政府的直接聯(lián)系又使得后者在歐盟治理中的作用提升。對中歐合作而言,歐盟多層治理體系可能導(dǎo)致雙方在治理目標、治理能力及治理機制上的嚴重非對稱性,進而為合作設(shè)置諸多無形障礙。這在中歐氣候合作中體現(xiàn)得相當明顯,并在2009年丹麥哥本哈根舉辦的聯(lián)合國氣候變化大會上集中爆發(fā)出來。為應(yīng)對歐盟多層結(jié)構(gòu)與中國單一制國家結(jié)構(gòu)在雙方氣候合作中造成的問題,應(yīng)該探索一種以多層對多層的中歐氣候合作關(guān)系。中國與歐盟目前在氣候合作領(lǐng)域已初步具備多層次合作框架,這些合作分別在中國與歐盟超國家機構(gòu)、成員國和社會主體三個層面展開。展望未來,中歐雙方應(yīng)推動具有相似特征的城市建立中歐城市氣候伙伴關(guān)系,維持長期穩(wěn)定合作,破解彼此間氣候合作的非對稱性難題。
[Abstract]:Brexit and the wider wave of counter-globalisation suggest that denationalization is gaining new momentum and that EU research should focus more on the activism of its member states and even local governments.The member states always play a decisive role in the multi-level governance system of the EU, and the direct relationship between the EU supranational institutions and the local governments of the member states makes the latter play a more important role in the EU governance.As far as China-EU cooperation is concerned, the multi-layer governance system of EU may lead to serious asymmetry in governance objectives, governance ability and governance mechanism, and then set up many invisible obstacles for cooperation.This was evident in climate cooperation between China and Europe, and erupted at the UN Climate change Conference in Copenhagen, Denmark, in 2009.In order to deal with the problems caused by the multi-layer structure of the EU and the single-system national structure of China, we should explore a multi-tiered Sino-EU climate cooperation relationship.At present, China and the EU already have a multi-level cooperation framework in the field of climate cooperation, which is carried out at the three levels of supranational institutions, member states and social subjects of China and the EU respectively.Looking forward to the future, China and Europe should promote cities with similar characteristics to establish a China-EU urban climate partnership, maintain long-term and stable cooperation, and solve the asymmetric problems of climate cooperation between China and Europe.
