【摘要】：隨著我國計劃生育政策逐步推進,我國人口已經呈現(xiàn)出明顯的老齡化趨勢,養(yǎng)老問題已成為當前及今后一段時期事關民生的大事。自改革開放后,我國人口發(fā)展呈現(xiàn)出有兩個特點,一是人口出生率低,二是人口死亡率低。這兩個特點決定著我國單個家庭的人員總數(shù)在變小,同時家庭中的老人比例在提高,空巢家庭越來越多,尤其是城市的空巢老人數(shù)量不斷增長,加之“老有所依,老有所養(yǎng),老有所樂”是政府、社會以及家庭義不容辭的責任。然而,我國的養(yǎng)老服務管理體系尚未完善,不論是在經濟物質方面還是在精神需求方面都存在著諸多的問題。因此,本文選取溫州城市空巢老人為研究對象,對城市空巢老人養(yǎng)老服務管理體系的構建進行研究和探討。本文以馬克思主義社會保障理論、公共治理理論以及老人福利理論等相關理論為基礎,借鑒國內外專家、學者對如何解決城市空巢老人養(yǎng)老服務管理問題的研究成果,以溫州市城市空巢老人作為調查對象,隨機選取了溫州的12個社區(qū)開展調查,通過調查、建模以及歸納總結等方式,梳理了溫州城市空巢老人的基本現(xiàn)狀、養(yǎng)老服務管理的需求及供給的調查,分析了城市空巢老人養(yǎng)老服務管理存在的問題,如供需矛盾不平衡、投入資金供給不足、相關法律法規(guī)不健全、養(yǎng)老服務產業(yè)化滯后等。在此基礎上,借鑒國內外養(yǎng)老管理的相關經驗,結合溫州養(yǎng)老服務管理的實際情況,提出了組織體系、規(guī)劃體系、運行體系、監(jiān)督體系等有關建議。
[Abstract]:With the gradual advancement of family planning policy in China, the population of our country has shown an obvious trend of aging, and the problem of old-age support has become a major event affecting the people's livelihood at present and in the future.Since the reform and opening up, China's population development has two characteristics, one is the low birth rate, the other is the low population mortality.These two characteristics determine that the total number of people in a single family in our country is getting smaller, while the proportion of elderly people in the family is increasing, and there are more and more empty nest families, especially the number of empty nesters in the city has been increasing, in addition to the fact that "there is a need for old age and a sense of security for the elderly."It is the responsibility of the government, the society and the family.However, China's pension service management system is not perfect, whether in economic material or spiritual needs, there are many problems.Therefore, this paper selects the urban empty nest elderly in Wenzhou as the research object, studies and discusses the construction of the urban empty nest elderly pension service management system.Based on Marxist theory of social security, theory of public governance and theory of welfare for the elderly, this paper draws lessons from domestic and foreign experts and scholars on how to solve the problem of urban empty nest old-age service management.Taking the urban empty-nest elderly in Wenzhou as the investigation object, the author randomly selects 12 communities in Wenzhou to carry out the investigation, combing the basic status of the urban empty-nest elderly in Wenzhou by means of investigation, modeling and summing up.Based on the investigation of the demand and supply of old-age service management, this paper analyzes the problems existing in the management of urban empty-nest old-age care service, such as the imbalance of supply and demand, the insufficient supply of input funds, the imperfect laws and regulations, and the lagging of industrialization of old-age service, etc.On this basis, based on the relevant experience of pension management at home and abroad, combined with the actual situation of Wenzhou pension service management, this paper puts forward some relevant suggestions such as organization system, planning system, operation system, supervision system and so on.
