【摘要】：殘疾人托養(yǎng)服務(wù)是殘疾人社會(huì)保障體系和服務(wù)體系的重要組成部分,開展殘疾人托養(yǎng)服務(wù)是提高殘疾人生活質(zhì)量和生活水平的客觀要求,也是促進(jìn)殘疾人事業(yè)發(fā)展以及構(gòu)建和諧社會(huì)的必然要求。目前我國(guó)殘疾人托養(yǎng)服務(wù)在發(fā)展過(guò)程中出現(xiàn)了很多問題,使得殘疾人托養(yǎng)服務(wù)工作舉步維艱。因此,完善殘疾人托養(yǎng)服務(wù)是發(fā)展殘疾人托養(yǎng)服務(wù)工作的必然要求。本研究以克拉瑪依市為例,采用文獻(xiàn)研究法對(duì)殘疾人托養(yǎng)服務(wù)相關(guān)理論進(jìn)行梳理分析;通過(guò)訪談法向克拉瑪依市托養(yǎng)殘疾人、殘聯(lián)負(fù)責(zé)人以及托養(yǎng)機(jī)構(gòu)負(fù)責(zé)人了解具體情況,總結(jié)出克拉瑪依市殘疾人托養(yǎng)服務(wù)的真實(shí)現(xiàn)狀;通過(guò)問卷調(diào)查和實(shí)地調(diào)研法獲得有關(guān)新疆及克拉瑪依市殘疾人托養(yǎng)服務(wù)現(xiàn)狀的第一手資料,并采用SPSS統(tǒng)計(jì)軟件對(duì)問卷數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析以了解托養(yǎng)機(jī)構(gòu)的情況及托養(yǎng)殘疾人的滿意度;對(duì)克拉瑪依市殘疾人托養(yǎng)服務(wù)現(xiàn)狀及滿意度進(jìn)行分析,探索出影響殘疾人托養(yǎng)服務(wù)工作滿意度的因素,總結(jié)出殘疾人托養(yǎng)服務(wù)工作存在的各種問題與不足,并嘗試性提出完善克拉瑪依市殘疾人托養(yǎng)服務(wù)的對(duì)策建議,以針對(duì)性地做好殘疾人托養(yǎng)服務(wù)工作開創(chuàng)有利條件,從而更好地推進(jìn)克拉瑪依市殘疾人托養(yǎng)服務(wù)建設(shè)。經(jīng)過(guò)分析后,筆者認(rèn)為目前克拉瑪依市殘疾人托養(yǎng)服務(wù)建設(shè)不完善,機(jī)構(gòu)托養(yǎng)服務(wù)和居家托養(yǎng)服務(wù)都存在著發(fā)展困境,而以社區(qū)日間照料為主體的服務(wù)尚未建立。針對(duì)當(dāng)前環(huán)境,為完善克拉瑪依市殘疾人托養(yǎng)服務(wù)建設(shè),筆者提出應(yīng)努力提高克拉瑪依市殘疾人證領(lǐng)證率,加大對(duì)殘疾人的托養(yǎng)服務(wù)供給;盡快構(gòu)筑起居家托養(yǎng)服務(wù)網(wǎng)絡(luò)化;破除瓶頸,完善克拉瑪依市機(jī)構(gòu)托養(yǎng)服務(wù)以及探索并發(fā)展社區(qū)日間照料這些措施,為克拉瑪依市殘疾人托養(yǎng)服務(wù)提供意見和建議。
[Abstract]:The care service for the disabled is an important part of the social security system and the service system for the disabled, and the development of the care service for the disabled is an objective requirement for improving the quality of life and the standard of living of the disabled.It is also the inevitable requirement to promote the development of the disabled and to build a harmonious society.At present, there are many problems in the development of care service for the disabled in our country, which makes the care service for the disabled difficult.Therefore, the improvement of care services for the disabled is an inevitable requirement for the development of care services for the disabled.This study takes Karamay City as an example, uses the literature research method to comb and analyze the relevant theories of the care service for the disabled; through the interview method, we can find out the specific situation of the disabled persons, the responsible persons of the disabled persons' association and the heads of the care institutions in Karamay City.Summarizing the real situation of the care service for the disabled in Karamay, obtaining first-hand information about the present situation of the care service for the disabled in Xinjiang and Karamay by questionnaire survey and field investigation.In order to understand the situation of the care institution and the satisfaction of the care disabled, the author analyzes the present situation and the satisfaction of the care service of the disabled in Karamay, using the statistical software of SPSS to analyze the data of the questionnaire.This paper explores the factors that affect the job satisfaction of the care service for the disabled, summarizes the problems and shortcomings existing in the care service for the disabled, and tries to put forward some countermeasures and suggestions to improve the care service for the disabled in Karamay.In order to promote the construction of care service for the disabled in Karamay, we should create favorable conditions to do well the care service for the disabled in order to promote the construction of care service for the disabled in Karamay.After analysis, the author thinks that the construction of care service for the disabled in Karamay is not perfect at present, there are difficulties in the development of institutional care service and home care service, but the service with community day care as the main body has not yet been established.In view of the current environment, in order to perfect the construction of care service for the disabled in Karamay, the author puts forward that we should try our best to improve the rate of obtaining the certificate for the disabled in Karamay, increase the supply of the care service for the disabled, and build up the network of the care service at home as soon as possible.To overcome the bottleneck, improve the institutional care services in Karamay City and explore and develop the community day care measures to provide advice and suggestions for the care services for the disabled in Karamay City.
