【摘要】：繼我國家庭聯(lián)產(chǎn)承包責(zé)任制之后,關(guān)于農(nóng)村社區(qū)的建設(shè)與治理成為了我國新一輪的探求農(nóng)村社會的建設(shè)和發(fā)展的重大的、戰(zhàn)略性命題。我國城鄉(xiāng)發(fā)展長期處于不均衡的狀態(tài),廣大農(nóng)村地區(qū)的公共服務(wù)建設(shè)與基礎(chǔ)設(shè)施配套與城市地區(qū)存在較大差距,農(nóng)村引入社區(qū)的概念,并實行農(nóng)村社區(qū)化是對我國統(tǒng)籌城鄉(xiāng)發(fā)展與城鄉(xiāng)基本公共服務(wù)均等化目標(biāo)實現(xiàn)的有益探索。其中,關(guān)于社區(qū)治理的研究是研究社區(qū)問題的重要內(nèi)容,而社區(qū)治理模式的合理選擇及優(yōu)化直接關(guān)系到農(nóng)村社區(qū)的持續(xù)健康發(fā)展,因此,關(guān)于農(nóng)村社區(qū)治理模式的研究具有重大意義。本文將基于我國農(nóng)村社區(qū)治理取得的成就進(jìn)行科學(xué)的總結(jié),進(jìn)行進(jìn)一步的研究及深化,結(jié)合新的實際形勢,對現(xiàn)有不同農(nóng)村社區(qū)治理模式進(jìn)行比較分析,并結(jié)合具體案例的實踐分析,發(fā)現(xiàn)其各種社區(qū)治理模式存在的問題與不足,從而對現(xiàn)有農(nóng)村社區(qū)治理模式進(jìn)行完善、優(yōu)化。本文共分為六章：第一章為導(dǎo)論,簡要介紹了研究背景與意義、國內(nèi)外研究綜述等內(nèi)容。第二章為相關(guān)概念簡介和理論基礎(chǔ),分別介紹了社區(qū)治理理論、善治理論、社區(qū)自組織理論等,這為后面不同類型農(nóng)村社區(qū)治理模式的比較分析,以及農(nóng)村社區(qū)治理模式的選擇與優(yōu)化提供了理論依據(jù)。第三章分別介紹了國內(nèi)外成功的農(nóng)村社區(qū)治理經(jīng)驗,國外主要對美國自治型社區(qū)治理模式、新加坡行政型型社區(qū)治理模式和日本混合型社區(qū)治理模式進(jìn)行研究,國內(nèi)主要是對中山市農(nóng)村社區(qū)治理模式、蘇南農(nóng)村社區(qū)治理模式、上�！版�(zhèn)管社區(qū)”治理模式進(jìn)行研究,通過借鑒先進(jìn)案例的成功經(jīng)驗來更好的選擇和優(yōu)化不同類型農(nóng)村社區(qū)的治理模式。第四章介紹了我國農(nóng)村社區(qū)建設(shè)現(xiàn)狀,以及通過對普通型農(nóng)村社區(qū)、城鎮(zhèn)型農(nóng)村社區(qū)、城市郊區(qū)社區(qū)等不同類型農(nóng)村社區(qū)治理的主體、內(nèi)容與效果以及社區(qū)公共服務(wù)供給的內(nèi)涵與路徑的具體比較分析。第五章對安徽省淮北市榴園社區(qū)進(jìn)行實踐分析,主要分析了榴園社區(qū)的現(xiàn)狀以及榴園社區(qū)治理模式的評價。繼而引出第六章對農(nóng)村社區(qū)治理模式選擇與優(yōu)化的研究,重點闡述了農(nóng)村社區(qū)治理模式的選擇,以及對普通型農(nóng)村社區(qū)、城鎮(zhèn)型農(nóng)村社區(qū)、城市郊區(qū)社區(qū)等不同類型農(nóng)村社區(qū)治理模式的優(yōu)化以及對全文的總結(jié)與展望,客觀的總結(jié)前文比較分析得出的結(jié)論與建議,希望可以為安徽省乃至全國農(nóng)村社區(qū)建設(shè)做出一份貢獻(xiàn)。
[Abstract]:Following the household contract responsibility system in China, the construction and governance of rural communities has become a major, strategic proposition in the new round of rural social construction and development. The development of urban and rural areas in China has been in an unbalanced state for a long time. There is a big gap between the construction of public services and infrastructure in rural areas and the urban areas, so the concept of community is introduced into rural areas. It is a beneficial exploration to realize the goal of balancing urban and rural development and the equalization of urban and rural basic public services in China. Among them, the research on community governance is an important part of the study of community issues. The reasonable choice and optimization of community governance mode is directly related to the sustainable and healthy development of rural communities. It is of great significance to study the mode of rural community governance. Based on the achievements of rural community governance in China, this paper will carry out further research and deepening, combining with the new actual situation, Through the comparative analysis of different rural community governance models and the practical analysis of specific cases, the problems and shortcomings of various community governance models are found, so as to perfect the existing rural community governance models. This paper is divided into six chapters: the first chapter is the introduction, briefly introduces the research background and significance, the domestic and foreign research overview and so on. The second chapter is the related concept brief introduction and the theory foundation, respectively introduced the community governance theory, the good governance theory, etc. Community self-organization theory and so on. This is the comparative analysis of different types of rural community governance model. And the selection and optimization of rural community governance model provide theoretical basis. Chapter three introduces the successful experience of rural community governance at home and abroad. The administrative community governance model in Singapore and the mixed community governance model in Japan are studied. In China, the rural community governance model in Zhongshan City, the rural community governance model in southern Jiangsu Province, and the governance model of "Town Management Community" in Shanghai are studied. Through learning from the successful experience of advanced cases to better choose and optimize the governance model of different types of rural communities. Chapter four introduces the current situation of rural community construction in China, and through the common rural communities, urban rural communities, The main body, content and effect of different types of rural community governance, as well as the specific comparative analysis of the connotation and path of community public service supply. Chapter five analyzes the practice of Huai Bei City, Anhui Province, in the fifth chapter. This paper mainly analyzes the present situation of the hoover community and the evaluation of the governance mode of the hoover community, and then leads to the study of the selection and optimization of the rural community governance model in chapter 6, and focuses on the choice of the rural community governance model. As well as the optimization of different types of rural community governance model, such as ordinary rural community, urban rural community, urban suburban community and so on, as well as the summary and prospect of the full text, the conclusion and suggestion of the above comparative analysis of the objective summary, Hope to make a contribution to the rural community construction of Anhui province and even the whole country.
