【摘要】：人的自由而全面的發(fā)展是馬克思主義孜孜以求的崇高目標(biāo)。新中國成立后,特別是改革開放以來,我國的社會主義政治發(fā)展在中國共產(chǎn)黨的領(lǐng)導(dǎo)下取得了長足的進(jìn)步,逐步形成了一套完整的政治理論和政治體制,國家的民主程度和公民的政治權(quán)利得到顯著提高。“以人為本”為核心的新型城鎮(zhèn)化是一個重大而深刻的社會變革,是打造中國未來二三十年經(jīng)濟(jì)的升級版,是實現(xiàn)社會主義現(xiàn)代化的必由之路,是促進(jìn)社會全面進(jìn)步的必然要求,是中國特色社會主義建設(shè)的主要方向。農(nóng)民的政治參與是衡量一個國家政治發(fā)展水平的重要標(biāo)志。新型城鎮(zhèn)化是一個農(nóng)業(yè)人口不斷向城鎮(zhèn)轉(zhuǎn)移的過程,其目的是為了讓更多農(nóng)民均等的享受現(xiàn)代城鎮(zhèn)公共服務(wù)帶來的便利。因此,作為政治學(xué)研究者,從政治學(xué)角度,對新型城鎮(zhèn)化進(jìn)程中農(nóng)民政治參與進(jìn)行學(xué)習(xí)和研究,具有一定的理論意義和現(xiàn)實意義。農(nóng)民是新型城鎮(zhèn)化建設(shè)的主力軍,是推動新型城鎮(zhèn)化進(jìn)程的重要力量。農(nóng)民在新型城鎮(zhèn)化進(jìn)程中有序參與政治生活,充分發(fā)揮政治權(quán)利不僅是我國政治發(fā)展的目標(biāo)之一,也是新型城鎮(zhèn)化建設(shè)的目標(biāo)之一。當(dāng)前,在新型城鎮(zhèn)化進(jìn)程中,農(nóng)民的政治參與出現(xiàn)了新的變化,展現(xiàn)了一些新的特點。運用文獻(xiàn)研究法、調(diào)查研究法、案例分析法對新型城鎮(zhèn)化進(jìn)程中農(nóng)民政治參與的基本現(xiàn)狀、面臨的主要困境和挑戰(zhàn)進(jìn)行研究。再運用比較分析法,研究國外城市化發(fā)展?fàn)顩r,以典型國家為例,吸取正反兩個方面的經(jīng)驗與教訓(xùn),得出國外城市化進(jìn)程中擴(kuò)大農(nóng)民有序政治參與的綜合啟示。通過“以人為本”為核心的新型城鎮(zhèn)化建設(shè),夯實農(nóng)民政治參與的物質(zhì)基礎(chǔ),弘揚社會主義核心價值觀,提高農(nóng)民的政治素質(zhì)和政治文化水平,完善基層群眾自治制度和其他相關(guān)制度,擴(kuò)大有序政治參與路徑,豐富農(nóng)民政治參與的方式和平臺,健全社會保障體系,保證進(jìn)城農(nóng)民自由平等地享受各項合法權(quán)利,維護(hù)社會公平正義,維護(hù)政治穩(wěn)定,有利于我國農(nóng)民政治權(quán)利和民主程度提高,有利于新型城鎮(zhèn)化全面、協(xié)調(diào)、健康的發(fā)展。
[Abstract]:People's free and overall development is the lofty goal of the Marx doctrine. After the founding of new China diligently strive after, especially since the reform and opening up, China's socialist political development has made considerable progress in Chinese under the leadership of the Communist Party, and gradually formed a complete set of political theory and political system of the country, the degree of democracy and citizenship political rights has been improved. The "people-oriented" as the core of the new urbanization is an important and profound social change, the next twenty or thirty years is to build Chinese economic upgrade, is the only way which must be passed to achieve socialist modernization, is an inevitable requirement to promote social progress, is the main direction of the construction of socialist Chinese farmers' characteristics. Political participation is an important symbol to measure a country's political development. The new urbanization is an agricultural population transfer to the town. The process, its purpose is to allow more farmers to enjoy equal public service of modern urban convenience. Therefore, as the study of political science, from the perspective of political science, to study and research of peasants' political participation in the new urbanization process, has a certain theoretical significance and practical significance. The farmers are the main force of the new urbanization construction, is an important force to promote the new urbanization process. Farmers' Orderly Participation in political life in the new urbanization process, give full play to the political rights is not only one of the goals of political development in China, also one of the goals of new urbanization construction. At present, in the new urbanization process, the political participation of peasants appeared the new changes, showing some new features. Using the literature research method, survey method, case analysis on the basic situation of peasants' political participation in the new urbanization process, the main difficulties faced by Exit and challenge are studied. Then by using the comparative analysis method, research on the development situation of foreign city, with the typical countries for example, learn from the experience and lessons of the two sides, the expansion of foreign city in the process of orderly political participation of farmers. The construction of the new urbanization comprehensive enlightenment through the "people-oriented" as the core of the peasants' political in a solid material foundation, promote the socialist core values, to improve farmers' political quality and political and cultural level, improve the system of grassroots self-government and other related systems, expanding the orderly political participation path, enrich the way and the platform of the political participation of farmers, improve the social security system, to ensure the farmers enjoy the legitimate rights of freedom and equality, maintenance social fairness and justice, maintain political stability, conducive to China's peasants' political rights and improve the degree of democracy, is conducive to the new town of comprehensive, Co Tone, healthy development.
