【摘要】：一、文化概念的界定 文化是一個涵義復(fù)雜、歧義極大的概念。文化的基本要素是傳統(tǒng)，是通過歷史衍生和由選擇得到的思想觀念和價值，其核心特質(zhì)是價值觀念的體現(xiàn)，是潛藏在人類群體的生活方式之下的共同觀念系統(tǒng)。所謂研究文化，就是研究價值；了解文化，也就是了解價值。當(dāng)文化與國際關(guān)系相聯(lián)系時，文化是一個國際行為主體通過外交政策或外交行為，對國際關(guān)系造成影響的一個社會群體的性格特點、思維方式、價值取向等方面的總和。 二、文化對國際關(guān)系的作用及影響 從文化的角度來探究國際關(guān)系領(lǐng)域在冷戰(zhàn)后時期掀起了一股浪潮，文化以其獨特的內(nèi)涵、價值作用為學(xué)者提供了詮釋國際關(guān)系的一個全新維度。在國內(nèi)層面，文化是國家力量的構(gòu)成因素：作為文化載體的價值觀念、政治觀念、民族傳統(tǒng)、民族性格等都是進(jìn)行政治整合進(jìn)而形成民族和國家凝聚力的重要因素，只有具備文化內(nèi)聚力并以此進(jìn)行價值整合的國家，才能保持其政權(quán)穩(wěn)定。文化是影響國家制定對外政策的重要變量：文化價值觀直接影響著人們的外部行為，一國制定對外政策是多種因素相互作用的結(jié)果。它既是經(jīng)濟(jì)利益的問題，又涉及到了道德、倫理評判。中國與西方國家外交政策的內(nèi)容、目標(biāo)，以及執(zhí)行、實施之所以不盡相同，歸根結(jié)底是源自于不同的文化理念。個體文化背景對國際關(guān)系的影響：我們不能忽視政治精英、經(jīng)濟(jì)強者、科技巨人在國家中的作用，他們直接接觸國家所面對的國際局勢，代表國家做出相應(yīng)的對策，，而在制定對策的過程中就涉及到了精英們的價值觀念和道德情感等。 在國際層面上，同源文化是建構(gòu)和催生國際合作與聯(lián)盟的根基，異質(zhì)文化的矛盾與歧義則是誘發(fā)和加深冷戰(zhàn)后國際沖突的重要因素，但是在同 WP=37 源文化內(nèi)部也不盡合作，異質(zhì)文化沖突的過程也是文化融合、發(fā)展、變遷的過程。文化的全球互動由來以久，當(dāng)前文化的全球化是一種全球背景下的跨文化交往，是文化的同質(zhì)化、趨同化，這有助于國際關(guān)系的緩和與改善，并為處理日益復(fù)雜的國際關(guān)系提供新的理念與準(zhǔn)則。文化的同質(zhì)化、趨同化并不否認(rèn)文化多樣性的存在，反而在文化全球化的浪潮中，更加深了人們的“尋根意識”。 民族主義的核心特質(zhì)是文化的同質(zhì)性，民族主義更是以文化的同質(zhì)性作為基礎(chǔ)，它對國際關(guān)系的影響其實質(zhì)是文化的異同對國際關(guān)系的影響。 文化對國際關(guān)系中的作用我們要進(jìn)行恰當(dāng)?shù)亩ㄎ唬@樣文化才能發(fā)揮其積極的功能和價值。其實決定國家對外行為的主要因素還在于經(jīng)濟(jì)、政治、軍事等國家的利益，文化作為上層建筑的一個組成部分，并不能起到?jīng)Q定性的作用，只能反作用于經(jīng)濟(jì)、反作用于國家，它對國際關(guān)系的影響是次要的和有限的。只有在不同時代之間、社會轉(zhuǎn)型的背景之下，國際關(guān)系趨于緊張時，文化的作用才凸顯。 三、中國傳統(tǒng)文化的世界價值 當(dāng)今的國際關(guān)系正朝著相互依存的狀態(tài)演變，各國尋求通過對話和談判來解決傳統(tǒng)的熱點問題和所面臨的共同的全球性問題。中國優(yōu)秀傳統(tǒng)文化中的人文精神則為文明之間的對話和建構(gòu)國際關(guān)系新范式提供了豐富而又寶貴的資源。中國古代先秦思想家們的“己所不欲，勿施于人”的恕道、“推己及人”的仁道、“和為貴”、“睦仁善鄰”的共生共處之道是文明對話的不可缺的基本原則。幾千年來，中華民族始終秉承厚德載物的和合思想，同世界各國和睦相處，在互相尊重、平等相待的基礎(chǔ)上發(fā)展友好合作關(guān)系。 “和平崛起”外交新戰(zhàn)略以中國優(yōu)秀傳統(tǒng)文化中的“和而不同”哲 WP=38 學(xué)思想為核心價值，從中國傳統(tǒng)文化哲學(xué)的角度詮釋中國外交新戰(zhàn)略，形成了中國優(yōu)秀傳統(tǒng)文化與現(xiàn)實外交戰(zhàn)略的歷史的具體的統(tǒng)一，必將為建立國際新秩序做出積極的貢獻(xiàn)。
[Abstract]:First, the definition of cultural concept
Culture is a complex, ambiguous concept. The research is to study the value of culture; understanding the culture is to understand value. When the relationship between culture and international relation, culture is an international action subject by foreign policy or diplomatic behavior, a social impact on international relations of the personality characteristics, mode of thinking, value orientation and other aspects of the sum.
Two, the role and influence of culture on International Relations
From the cultural perspective to explore the field of international relations in the post Cold War period of a wave, with its unique cultural connotation, value provides a new dimension for the interpretation of international relations scholars. At the domestic level, culture is the composing factor of the national power as the values, cultural carrier of political ideas National tradition and national character are important factors of political integration and the formation of ethnic and national cohesion, only have the cultural cohesion and the value integration of the country, in order to maintain its political stability. Culture global interaction has a long history, the cultural globalization is a kind of cross-cultural communication in the global context, cultural homogenization, assimilation, which helps to ease and improve international relations, and provide the new idea and principles for dealing with the complicated international relations. The homogenization of culture, cultural assimilation does not deny the existence of diversity, but in the cultural globalization, deepened the "root". The core characteristics of nationalism is the cultural homogeneity, nationalism is more with the cultural homogeneity as the basis, its influence on International Relations is the essence of cultural similarities and differences on the international relations.
The role of culture in international relations, we must carry on the proper positioning, so that culture can play its positive function and value. The main factors in determining the country's external behavior lies in the economic, political, military and other national interests, culture as the superstructure of a part, and can not play a decisive role. Only productstotheeconomy, reaction in the country, its influence on international relations are minor and limited. Only in a different era, under the background of social transformation, the international tensions, to highlight the role of culture.
Three, the world value of Chinese traditional culture
