【摘要】：構(gòu)筑國家先發(fā)優(yōu)勢(shì),實(shí)現(xiàn)引領(lǐng)型發(fā)展是"十三五"時(shí)期我國科技發(fā)展的重要目標(biāo),也是創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的內(nèi)在要求。"好的科學(xué)"必須是"有用的科學(xué)",科學(xué)的真正價(jià)值是在為經(jīng)濟(jì)發(fā)展做出貢獻(xiàn)的同時(shí)解決事關(guān)人類生存的嚴(yán)峻問題。因此,在未來中國發(fā)展的戰(zhàn)略設(shè)計(jì)中,提升社會(huì)發(fā)展領(lǐng)域的科技支撐能力是一個(gè)無法回避的問題,推動(dòng)科技創(chuàng)新與社會(huì)發(fā)展深度融合同樣也是我國實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略的一項(xiàng)重要舉措。雖然這項(xiàng)工作已經(jīng)上升到國家戰(zhàn)略層面,但我國創(chuàng)新體系中依然存在諸多影響上述目標(biāo)實(shí)現(xiàn)的深層次體制機(jī)制障礙。唯有將工作重點(diǎn)從關(guān)注科技與經(jīng)濟(jì)結(jié)合,切實(shí)轉(zhuǎn)向更多關(guān)注科技與社會(huì)發(fā)展相結(jié)合的軌道上來,加強(qiáng)科技決策與社會(huì)發(fā)展決策不同部門之間的良性互動(dòng),才能形成符合科技體制改革要求、有效推進(jìn)創(chuàng)新型國家建設(shè)進(jìn)程的科技創(chuàng)新與社會(huì)發(fā)展協(xié)調(diào)共生的新機(jī)制。
[Abstract]:It is an important goal of China's scientific and technological development during the 13th Five-Year Plan period to build the national preemptive advantage and realize the leading development. "good science" must be "useful science." the true value of science is to contribute to economic development while solving the serious problems affecting the survival of mankind. In the strategic design of China's development in the future, it is an unavoidable problem to enhance the scientific and technological support ability in the field of social development. Promoting the deep integration of science and technology innovation and social development is also an important measure to realize the innovation-driven development strategy in China. Although this work has risen to the national strategic level, However, there are still many deep-seated institutional and institutional obstacles in our innovation system that affect the realization of the above objectives. Only by changing the focus of our work from focusing on the integration of science and technology and economy, and realistically turning to the track of paying more attention to the integration of science and technology with social development, Only by strengthening the positive interaction between different departments of scientific and technological decision-making and social development decision-making can a new mechanism of coordination and symbiosis between scientific and technological innovation and social development be formed, which accords with the requirements of scientific and technological system reform and effectively promotes the process of building an innovative country.
