【摘要】：作為一個農(nóng)村人口占人口總數(shù)較大比例的農(nóng)業(yè)大國。我國的農(nóng)業(yè)、農(nóng)村、農(nóng)民問題一直以來都是我國不同發(fā)展階段的主要問題。這一基本國情決定了農(nóng)業(yè)、農(nóng)村和農(nóng)民問題,始終是一個全局性、根本性的問題�？梢哉f,“三農(nóng)”問題的實質(zhì)是農(nóng)民權(quán)益維護問題。經(jīng)過30多年的改革開放和社會主義民主政治建設,我國在公民政治權(quán)益保障方面取得了舉世矚目的成就。對于農(nóng)民來講,農(nóng)民的政治權(quán)益保障也取得了很大成就;但是不可忽視的是農(nóng)民政治權(quán)益保障方面仍然存在問題。本文正是立足于現(xiàn)實,通過對農(nóng)民政治權(quán)益保障問題的縱向發(fā)展以及橫向豐富的對比來研究這一問題的。在相關文獻和現(xiàn)實發(fā)展的基礎上,從維護農(nóng)民政治權(quán)益以促進農(nóng)民發(fā)展的角度入手,對農(nóng)民政治權(quán)益保障的內(nèi)涵進行了界定。認為農(nóng)民的政治權(quán)益保障的內(nèi)涵包括農(nóng)民發(fā)展的選舉權(quán)益、政治參與權(quán)益、政治監(jiān)督權(quán)益以及政治表達權(quán)益為主的四個方面。進而對這四個方面權(quán)益缺失的現(xiàn)狀和原因進行了考察和分析,認為這些問題的存在主要是由于農(nóng)民發(fā)展的政治權(quán)利不平等、基層政治制度不完善、政治利益表達滯后以及農(nóng)民的政治參與意識較低等多方面因素造成的。在此基礎上對農(nóng)民政治權(quán)益的維護和實現(xiàn)提出了相應對策,主要從法律制度、基層民主制度、農(nóng)民政治組織以及農(nóng)村經(jīng)濟文化發(fā)展等四個方面進行了闡述。力求為解決現(xiàn)階段農(nóng)民發(fā)展問題中的政治權(quán)益保障問題,以及農(nóng)民政治權(quán)益保障機制的完善提供堅實的理論基礎和研究視角。
[Abstract]:As a large agricultural country with a large proportion of rural population, the problems of agriculture, rural areas and farmers in China have always been the main problems in different stages of our country's development. This basic national situation determines the problems of agriculture, rural areas and farmers. It can be said that the essence of the issue of "agriculture, countryside and farmers" is the issue of safeguarding the rights and interests of peasants. After more than 30 years of reform and opening up and the construction of socialist democratic politics, China has made great achievements in the protection of citizens' political rights and interests, and has made great achievements in the protection of peasants' political rights and interests. However, it can not be ignored that there are still problems in the protection of peasants' political rights and interests. Through the vertical development and horizontal contrast of the protection of peasants' political rights and interests, this paper studies this problem. On the basis of the relevant literature and the development of reality, from the angle of safeguarding peasants' political rights and interests in order to promote the development of farmers, This paper defines the connotation of the protection of peasants' political rights and interests, and holds that the connotation of the protection of peasants' political rights and interests includes the rights and interests of farmers' development, the rights and interests of political participation, The present situation and reasons of the lack of rights and interests in these four areas are investigated and analyzed. It is concluded that the existence of these problems is mainly due to the unequal political rights of peasants. The basic level political system is imperfect, the political interest expression lags behind and the peasant's political participation consciousness is low, and so on. On this basis, the author puts forward the corresponding countermeasures to safeguard and realize the peasants' political rights and interests, mainly from the legal system. The basic democratic system, peasant political organization and the development of rural economy and culture are expounded in order to solve the problem of political rights and interests protection in the current peasant development. And the improvement of peasant's political rights and interests guarantee mechanism provides the solid theory foundation and the research angle.
