【摘要】：特朗普政府的臺(tái)海政策及其動(dòng)向事關(guān)中國(guó)的核心國(guó)家利益,將對(duì)中美關(guān)系、臺(tái)灣地區(qū)與美國(guó)的關(guān)系、海峽兩岸關(guān)系產(chǎn)生直接影響。特朗普政府有別于奧巴馬政府,臺(tái)海政策不在其施政的優(yōu)先位置;臺(tái)海政策從屬于美國(guó)的對(duì)外戰(zhàn)略、亞太戰(zhàn)略與中美關(guān)系,但突出臺(tái)灣在美國(guó)亞太戰(zhàn)略中的地位;臺(tái)海政策整體上服務(wù)于美國(guó)經(jīng)濟(jì)利益最大化的需要,同時(shí)服務(wù)并服從于"讓美國(guó)重新偉大"的目標(biāo);這些構(gòu)成特朗普政府臺(tái)海政策的主要特征�；诖�,特朗普政府的臺(tái)海政策主軸仍是"分而不獨(dú)、和而不統(tǒng)";不會(huì)"棄臺(tái)",不會(huì)放棄"一個(gè)中國(guó)政策",但也不會(huì)嚴(yán)格按照"一個(gè)中國(guó)政策"行事,更不會(huì)支持中國(guó)統(tǒng)一;不希望兩岸關(guān)系緊張或發(fā)生軍事沖突,也不會(huì)讓臺(tái)灣問(wèn)題成為中美關(guān)系的核心障礙。影響特朗普政府臺(tái)海政策走向的因素既包括特朗普本人及其團(tuán)隊(duì)和官僚體系對(duì)臺(tái)灣問(wèn)題和中美關(guān)系的認(rèn)知,也包括中美關(guān)系的發(fā)展,還包括臺(tái)灣民進(jìn)黨當(dāng)局的對(duì)美活動(dòng)以及兩岸關(guān)系的發(fā)展演變。臺(tái)灣問(wèn)題始終是中美關(guān)系的敏感問(wèn)題,但在不同階段其敏感程度有異,這取決于中國(guó)大陸對(duì)特朗普政府臺(tái)海政策調(diào)整的反應(yīng)與反制程度,以及特朗普政府是否明確中方底線。
[Abstract]:The Trump administration's Taiwan Strait policy and its movements have a bearing on China's core national interests and will have a direct impact on Sino-US relations, relations between the Taiwan region and the United States, and cross-strait relations. The Trump administration is different from the Obama administration. The Taiwan Strait policy is not the priority of its administration, the Taiwan Strait policy is subordinate to the foreign strategy of the United States, the Asia-Pacific strategy and Sino-US relations, but the status of Taiwan in the Asia-Pacific strategy of the United States is highlighted. The Taiwan Strait policy as a whole serves the needs of maximizing the economic interests of the United States, while serving and serving the goal of "making the United States great again"; these constitute the main features of the Trump administration's Taiwan Strait policy. The main axis of the Trump administration's Taiwan Strait policy is still "separation but not independence, and not reunification"; it will not "abandon Taiwan", will not abandon the "one China policy," but will not act strictly in accordance with the "one China policy," and will not support China's reunification. He did not want tensions or military conflicts between the two sides of the strait. Nor will the Taiwan issue become a central obstacle to Sino-US relations. The factors that affect the direction of the Trump administration's policy on the Taiwan Strait include the perception of the Taiwan issue and Sino-US relations by Trump himself, his team and the bureaucracy. It also includes the development of Sino-US relations, as well as the activities of the Taiwan Democratic Progressive Party authorities towards the United States and the evolution of cross-strait relations. The Taiwan issue has always been a sensitive issue in Sino-US relations, but its sensitivity varies at different stages. It depends on the extent to which China responds to and reacts against the Trump administration's Taiwan Strait policy adjustment and whether the Trump administration is clear about China's bottom line.
