【摘要】：中東變局后,阿曼政府謀求政治穩(wěn)定,提升政府能力,促進經濟發(fā)展,開啟了多維政治變革之路。在政治結構層面,完善行政體系建設,推進政治合理化。在政治制度層面,強調政治制度化,推進法制化建設,注重國家行政體系與法律體系的結合。在政治參與層面,逐步拓寬民眾政治參與范圍,發(fā)揮公民決策效能,由內部治理轉向民主化的"工具理性"。在政策執(zhí)行層面,發(fā)展服務型行政,提升政府政策貫徹能力。在政治文化層面,增加政治理性,將宗教部門納入政府管轄范圍,淡化社會中的宗教色彩。中東變局后,阿曼面臨著四重政治危機:即政治合法性危機、政治繼承危機、政治整合危機和政治參與危機。
[Abstract]:After the change in the Middle East, the Omani government sought political stability, enhanced the government's ability, promoted economic development, opened the road of multidimensional political change. At the political structure level, it improved the construction of the administrative system, promoted the political rationalization, and at the political system level, Emphasizing the institutionalization of politics, promoting the construction of legalization, paying attention to the combination of the national administrative system and the legal system, and gradually widening the scope of political participation of the people at the level of political participation, so as to bring into play the effectiveness of citizens' decision-making. From internal governance to "instrumental rationality" of democratization. At the policy implementation level, we should develop service-oriented administration and enhance the government's ability to implement policies. At the political and cultural level, we should increase political rationality and bring religious departments under the jurisdiction of the government. After the change in the Middle East Oman is faced with four political crises: the crisis of political legitimacy the crisis of political inheritance the crisis of political integration and the crisis of political participation.
