新世紀社會分層視角下的政協(xié)界別設置問題研究

【摘要】:新世紀以來,隨著黨和國家的各項事業(yè)步入到新的時代階段上,政協(xié)發(fā)展面臨的外在要素也發(fā)生了深刻變化,僅就政協(xié)界別設置所需參考的社會分層因素而言,確實是變化發(fā)展了。這在于,改革開放疾馳而大范圍的社會變遷使得我國的傳統(tǒng)社會結(jié)構(gòu)出現(xiàn)了深刻變動,新的階層不斷涌現(xiàn),即社會環(huán)境尤其是經(jīng)濟社會等方面的發(fā)展帶來了利益群體的分化。然而,這種變化不僅要求要對利益群體進行合理的分層,更要求要使這種社會分層在政治體制上得以體現(xiàn),鑒于政協(xié)的功能定位,為了實現(xiàn)經(jīng)濟社會發(fā)展與政治參與的雙向互動和良性循環(huán),社會分層的縱向差異理應在政協(xié)界別設置上得到體現(xiàn),政協(xié)根據(jù)環(huán)境變遷開展界別設置要充分考慮社會分層。本文認為,新世紀至今我國社會群體大體可分為“十四階層”,而就我國政協(xié)界別設置而言,主要在廣泛性、合理性和代表性方面存在問題,例如涵蓋新階層、弱勢群體和邊緣人員的力度不夠,標準多重、窄寬失度、數(shù)量懸殊,代表性不強、過剩等。因而,為了適合社會階層變化的需要,政協(xié)要增強界別設置意識,調(diào)整現(xiàn)有界別,增設有關(guān)界別,優(yōu)化界別委員構(gòu)成。就本文結(jié)構(gòu)思路而言,本文核心內(nèi)容主要涵蓋:第一部分主要論述了政協(xié)界別設置與社會分層二者之間的關(guān)系;第二部分主要梳理了新中國建立到20世紀末中國社會分層與政協(xié)界別設置的演變;第三部分主要闡釋了新世紀社會分層視角下政協(xié)界別設置存在的問題;第四部分主要提出了新世紀社會分層視角下政協(xié)界別設置完善的路徑。
[Abstract]:Since the new century, with the various undertakings of the Party and the country stepping into a new era, the external elements facing the development of the CPPCC have also undergone profound changes, only in terms of the social stratification factors that need to be referred to in the setting up of the CPPCC sector. It is true that changes have developed. This is because the rapid pace of reform and opening up and the large-scale social changes have caused profound changes in the traditional social structure of our country, and new strata are constantly emerging. That is, the development of social environment, especially economic and social, has brought about the differentiation of interest groups. However, this kind of change not only requires reasonable stratification of interest groups, but also requires that this kind of social stratification be reflected in the political system. In view of the functional orientation of the CPPCC, in order to realize the two-way interaction and virtuous circle between economic and social development and political participation, the vertical differences in social stratification should be reflected in the setting up of the CPPCC sector. It is necessary for the CPPCC to fully consider social stratification in order to set up its sector according to environmental changes. This paper holds that the social groups in China up to now can be roughly divided into "fourteen strata," while in terms of the establishment of the CPPCC sector in China, it is mainly extensive. There are problems with rationality and representativeness, such as covering new strata, weak groups and marginalized people, multiple standards, narrow and wide degrees of loss, wide disparities in quantity, weak representativeness, excess, and so on. In order to meet the needs of changing social strata, the CPPCC should enhance its awareness of the establishment of sectors, readjust the existing sectors, increase the number of relevant sectors, and optimize the composition of its members. The core content of this paper mainly covers: the first part mainly discusses the relationship between the establishment of the CPPCC sector and the social stratification, the second part mainly combs the evolution of the social stratification and the establishment of the CPPCC sector from the founding of New China to the end of the 20th century. The third part mainly explains the problems existing in the establishment of the CPPCC sector in the perspective of social stratification in the new century, and the fourth part mainly puts forward the path to perfect the establishment of the CPPCC sector under the perspective of social stratification in the new century.
