【摘要】：社會保障問題的研究一直以來都是我國基層工作的重中之重。農(nóng)村人口數(shù)量龐大,妥善的處理農(nóng)村地區(qū)的社會保障問題,一方面可以促進社會穩(wěn)定;另一方面對于經(jīng)濟又好又快發(fā)展也起到促進作用;黑龍江省農(nóng)業(yè)生產(chǎn)以農(nóng)場為單位的農(nóng)墾區(qū)作業(yè)為主,農(nóng)墾區(qū)作為黑龍江省主要的農(nóng)業(yè)區(qū)域,墾區(qū)內(nèi)部人口眾多且多數(shù)為農(nóng)村居民,完善墾區(qū)的農(nóng)村社會保障體系,對于發(fā)展農(nóng)墾區(qū)經(jīng)濟,穩(wěn)定黑龍江省社會治安有至關(guān)重要的作用。哈爾濱農(nóng)墾分局位于省會哈爾濱市轄區(qū),由于其特殊的地理位置,使農(nóng)墾區(qū)的社會保障所面臨的問題更加突出,其社會保障問題不僅關(guān)系到哈爾濱農(nóng)墾區(qū)人員的切身利益,也對黑龍江省社會保障體系的建立起到指導(dǎo)作用,是黑龍江省社會保障發(fā)展的重要榜樣和組成部分。經(jīng)過研究發(fā)現(xiàn),哈爾濱農(nóng)墾區(qū)社會保障建設(shè)已經(jīng)初步實現(xiàn)社會保障的目標要求,在促進和諧,促進經(jīng)濟發(fā)展,保障市場健康運行和提高生活質(zhì)量等方面都取得一定的成就,將政府和農(nóng)戶更好的連接在了一起。目前我國社會保障制度的主要目標是保障公民享受社會進步和經(jīng)濟發(fā)展帶來的成果,它主要包含:社會救濟、養(yǎng)老保險、醫(yī)療保險和社會福利等與公民生活息息相關(guān)的方面。居民性質(zhì)包括:農(nóng)村居民、城鎮(zhèn)居民、企業(yè)和事業(yè)單位工作者。隨著社會經(jīng)濟的多樣化發(fā)展,墾區(qū)的社會保障體系變的更加復(fù)雜,對其管理也變得越加困難。當前墾區(qū)社會保障制度遇到的困難主要有:缺乏支持力,不能保證社會保障的有效性,保障水平較低;受長期以來城鄉(xiāng)“二元經(jīng)濟結(jié)構(gòu)”的影響,城鄉(xiāng)社會保障水平和力度上存在差距,導(dǎo)致社會再分配出現(xiàn)不公平現(xiàn)象;墾區(qū)的社會保障任務(wù)日益繁重,政府難以承擔;墾區(qū)居民對社會保障的認識不足,參保的積極性不高等問題�？傮w來說,由于我國社會保障建立時間較短,社會保障受會城鄉(xiāng)二元結(jié)構(gòu)的影響還存在一定的問題,如針對以上問題,通過對比國內(nèi)外其他社會保障制度發(fā)展的過程以及經(jīng)驗,提出對墾區(qū)社會保障問題的一些解決辦法:建立統(tǒng)一的管理體制,提高管理效率。完善墾區(qū)社會保障法律體系,使社會保障有法可依。各項社會保障協(xié)調(diào)發(fā)展,實現(xiàn)多樣化保障。增加財政支持力度,提高基金運用效率等辦法,希望能對哈爾濱農(nóng)墾區(qū)社會保障體系今后的發(fā)展作出貢獻。目前哈爾濱墾區(qū)社會保障問題近年來逐漸得到相關(guān)部門關(guān)注,在許多方面都有明顯改善,但針對于長期以來管理體制不明確、財政支持不到位、配套法律法規(guī)推出緩慢等方面的問題,還需要墾區(qū)堅持不懈的努力。
[Abstract]:The study of social security has always been the top priority of the grass-roots work in our country. The large number of rural population, the proper handling of social security problems in rural areas, on the one hand, can promote social stability; On the other hand, it also plays a role in promoting the sound and rapid development of the economy. Agricultural production in Heilongjiang Province is mainly based on farm farming areas, which are the main agricultural areas in Heilongjiang Province. There is a large population in the reclamation area and most of them are rural residents. To improve the rural social security system in the reclamation area is of great importance to the development of the economy of the agricultural reclamation area. The stability of social order in Heilongjiang Province plays a vital role. The Harbin Bureau of Agricultural Reclamation is located in the provincial district of Harbin. Due to its special geographical position, the social security problems in the agricultural reclamation areas are even more prominent. The social security problem not only concerns the vital interests of the people in Harbin agricultural reclamation area, but also plays a guiding role in the establishment of the social security system in Heilongjiang Province, and is an important example and an integral part of the development of social security in Heilongjiang Province. The construction of social security in Harbin Agricultural Reclamation area has initially achieved the goal of social security, and has made certain achievements in promoting harmony, promoting economic development, ensuring the healthy operation of the market and improving the quality of life. The main goal of the current social security system in China is to ensure that citizens enjoy the fruits of social progress and economic development. It mainly includes: social relief, old-age insurance, Medical insurance and social welfare are closely related to the life of citizens. The nature of residents includes: rural residents, urban residents, workers in enterprises and institutions. With the diversified development of social economy, The social security system of reclamation area becomes more complex, and its management becomes more and more difficult. The main difficulties encountered in the current social security system in reclamation area are: lack of support, unable to ensure the effectiveness of social security, and low level of security; Under the influence of "dual economic structure" in urban and rural areas for a long time, there is a gap in the level and intensity of social security between urban and rural areas, which leads to unfair social redistribution. Residents in reclamation areas have insufficient understanding of social security and lack of enthusiasm for participating in it. Generally speaking, due to the short time for the establishment of social security in China, there are still some problems in social security affected by the dual structure of urban and rural areas. For example, in view of the above problems, by comparing the development process and experience of other social security systems at home and abroad, some solutions to the social security problems in reclamation areas are put forward: establishing a unified management system, To improve the efficiency of management, improve the legal system of social security in reclamation areas, make the social security have legal basis, coordinate the development of all kinds of social security, realize diversified security, increase the strength of financial support, and improve the efficiency of the use of funds, etc. I hope to make a contribution to the future development of the social security system in Harbin agricultural reclamation area. At present, the social security problems in Harbin reclamation area have been gradually concerned by relevant departments in recent years, and there have been significant improvements in many aspects. However, for a long time the management system is not clear, the financial support is not in place, and the related laws and regulations are slow to be introduced, it is still necessary to make unremitting efforts in the reclamation area.
