【摘要】：實(shí)證調(diào)研發(fā)現(xiàn),業(yè)委會在社區(qū)治理中的運(yùn)作實(shí)踐與將其視為維權(quán)自治組織的制度設(shè)定之間存在悖離,亦即"名實(shí)分離"。分離的原因在于異質(zhì)化與碎片化的社區(qū)結(jié)構(gòu)中業(yè)主之間缺乏共同歷史記憶與社會關(guān)聯(lián),造成業(yè)委會的實(shí)踐運(yùn)作懸浮于社區(qū)之上,自利性傾向凸顯。融合的實(shí)現(xiàn)需要政府以趣緣關(guān)系網(wǎng)絡(luò)為媒介營造社區(qū)共同體,進(jìn)而增強(qiáng)業(yè)主間的社會關(guān)聯(lián),促進(jìn)現(xiàn)代公民精神成長及提升居民參與治理能力。
[Abstract]:The empirical investigation shows that there is a contradiction between the operation practice of the Industry Committee in community governance and the institutional setting that regards it as an autonomous organization for the protection of human rights. The reason for the separation is the lack of common historical memory and social connection among the owners in the heterogeneous and fragmented community structure, resulting in the practical operation of the Industry Committee suspended above the community. The realization of integration requires the government to build a community community with the interest relationship network as the medium, and then strengthen the social relationship between the owners, promote the growth of modern civic spirit and enhance the ability of residents to participate in governance.
