【摘要】：績效評(píng)估是政府部門績效管理中極為重要的一環(huán),隨著當(dāng)前我國民主政治的發(fā)展和公民意識(shí)的崛起,公民已經(jīng)逐步參與到我國政府績效評(píng)估中,并成為績效評(píng)估活動(dòng)發(fā)揮作用的基礎(chǔ)。將公民的意見與建議納入到政府績效評(píng)估中,滿足公民的切實(shí)需求,有利于保證績效評(píng)估方向的正確性,能有效地避免績效評(píng)估實(shí)施的形式化。但縱觀當(dāng)前的公民參與機(jī)制,由于在政策環(huán)境、評(píng)估導(dǎo)向、參與環(huán)節(jié)、信息公開等方面存在諸多問題,未完全建立起行之有效的公民參與機(jī)制,使得我國公眾參與政府績效評(píng)估活動(dòng)無法發(fā)揮其應(yīng)有的效用,公民參與度低。而一套機(jī)制的完善離不開內(nèi)部各種機(jī)制的協(xié)調(diào)、配合和支持,因此為了進(jìn)一步完善當(dāng)前的公民參與機(jī)制,須在總結(jié)我國現(xiàn)實(shí)國情以及各地成功的經(jīng)驗(yàn)的基礎(chǔ)上,重塑法律法規(guī)制度對(duì)公民參與的合法性地位的保障、同時(shí)積極完善公民參與中的動(dòng)力激勵(lì)機(jī)制、責(zé)任機(jī)制、信息公開共享機(jī)制、反饋回應(yīng)機(jī)制等,從以上方面對(duì)進(jìn)一步推進(jìn)政府績效評(píng)估中的公民參與機(jī)制進(jìn)行探索。通過完善政府績效評(píng)估中的公民參與機(jī)制,最終探索一條具體可行的操作路徑來,讓公眾能夠地切實(shí)參與政府績效評(píng)估各個(gè)階段的工作,才能不斷地發(fā)揮公民的主動(dòng)積極性,真正發(fā)揮公眾參與政府績效評(píng)估應(yīng)有的作用,不斷促進(jìn)我國政府績效評(píng)估的健康運(yùn)行和發(fā)展,不斷推進(jìn)我國民主化進(jìn)程。
[Abstract]:Performance evaluation is an extremely important part of government performance management. With the development of democratic politics and the rise of civic consciousness, citizens have gradually participated in the performance evaluation of our government. In order to meet the actual needs of the citizens and ensure the correctness of the performance evaluation direction, it is necessary to integrate the opinions and suggestions of the citizens into the government performance evaluation to meet the actual needs of the citizens, and become the basis for the performance evaluation activities to play a role. It can effectively avoid the formalization of the implementation of performance evaluation. But throughout the current mechanism of citizen participation, there are many problems in the policy environment, evaluation orientation, participation links, information disclosure and so on. The effective mechanism of citizen participation has not been established completely, which makes the public participation in government performance evaluation not to play its due role, and the degree of citizen participation is low, and the perfection of a set of mechanisms can not be separated from the coordination of various internal mechanisms. Cooperation and support. Therefore, in order to further improve the current mechanism of citizen participation, we must, on the basis of summing up the actual situation of our country and the successful experiences of various places, remold the legal status of citizen participation in the legal system of laws and regulations. At the same time, we should actively improve the incentive mechanism, responsibility mechanism, information sharing mechanism, feedback response mechanism and so on. From the above aspects to further promote the government performance evaluation of citizen participation mechanism. Through the improvement of the government performance evaluation of citizen participation mechanism, finally explore a specific and feasible operational path, Only by enabling the public to participate in all stages of government performance evaluation can citizens' initiative be brought into full play, and the public's participation in government performance evaluation can be brought into full play. To promote the healthy operation and development of our government performance evaluation and to promote the democratization process of our country.
