【摘要】：我國正在高速跨入老齡化社會,老年人口的劇增已經(jīng)引起了政府和社會的廣泛關(guān)注,面對大幅增加的養(yǎng)老需求,如何養(yǎng)老成為亟待解決的社會問題。傳統(tǒng)的養(yǎng)老模式大體有兩種,一是依托于家庭,靠家庭成員照料晚年生活,另一種是社會公益性養(yǎng)老資源,而隨著家庭規(guī)模的縮小和養(yǎng)老需求的不斷增加,傳統(tǒng)的家庭養(yǎng)老和社會公益性養(yǎng)老模式已無法適應(yīng)我國老齡化社會的養(yǎng)老需求,社區(qū)養(yǎng)老服務(wù)應(yīng)運而生,社區(qū)是小型的區(qū)域化的社會,是構(gòu)成大社會的基本單元,依托社區(qū)滿足這些老年人的各種養(yǎng)老需求,使他們能繼續(xù)生活在自己熟悉的家庭和社區(qū)中,社區(qū)養(yǎng)老具有獨特的地域、物質(zhì)和人力優(yōu)勢,使其成為現(xiàn)代老齡化社會解決養(yǎng)老問題的重要場所,社區(qū)養(yǎng)老是我國老年人養(yǎng)老方式的最優(yōu)選擇。社區(qū)養(yǎng)老集合了傳統(tǒng)家庭養(yǎng)老和機構(gòu)養(yǎng)老的優(yōu)勢,使老年人可以在熟悉的環(huán)境中接受專業(yè)化的養(yǎng)老服務(wù),是新時代養(yǎng)老模式的首選。本文以呼和浩特市回民區(qū)通道街辦事處三順店社區(qū)示范性養(yǎng)老服務(wù)為研究案例,通過觀察、訪談、問卷調(diào)查等形式統(tǒng)計老年人基本情況、養(yǎng)老方式及養(yǎng)老需求的相關(guān)數(shù)據(jù),針對養(yǎng)老現(xiàn)狀和養(yǎng)老需求的差距進行了分析研究。對三順店社區(qū)養(yǎng)老服務(wù)存在的問題認真剖析,并結(jié)合國外社區(qū)養(yǎng)老的經(jīng)驗,提出完善三順店社區(qū)養(yǎng)老服務(wù)體系,提升服務(wù)質(zhì)量的對策建議。
[Abstract]:Our country is stepping into the aging society at a high speed. The sharp increase of the elderly population has aroused the widespread concern of the government and the society. In the face of the large increase in the demand for the aged, How to provide for the aged has become a social problem to be solved urgently. There are two traditional pension models: one is based on the family, and the other is the social public welfare endowment resources, which depend on the family members to care for their old age. With the reduction of family size and the increasing demand for the aged, the traditional family pension and public welfare pension model can no longer meet the needs of aging society in our country, so community pension service emerges as the times require. The community is a small regionalized society, the basic unit of a large society, relying on the community to meet the various needs of these elderly people, so that they can continue to live in their familiar families and communities, the community pension has a unique region, Material and human advantages make it an important place for modern aging society to solve the problem of the aged. Community pension is the best choice for the elderly in our country. Community old-age care combines the advantages of traditional family pension and institutional old-age care. So that the elderly can accept the specialized old-age service in the familiar environment, which is the first choice of the old-age care model in the new era. This paper takes Sanshundian community model old-age service in Huhehaote district as a case study, through observation, Interview, questionnaire and other forms of statistics on the basic situation of the elderly, pension methods and pension needs of the relevant data, according to the status quo and pension needs of the gap between the analysis of the existing problems in Sanshundian community pension service, Combined with the experience of overseas community pension, the author puts forward some countermeasures and suggestions to improve the service quality of Sanshundian community pension service system.
