【摘要】：改革開放以來,中共中央集體交接班制度已形成了自己的獨特優(yōu)勢,主要表現(xiàn)在:實行民主協(xié)商與民主選舉相結(jié)合的集體選拔方式比西方單純的選舉方式更能代表全體人民的意志和根本利益;長期培養(yǎng)鍛煉與全面考察選拔相結(jié)合的方式比西方片面的選舉標(biāo)準(zhǔn)更能選出賢能的領(lǐng)導(dǎo)人;依法有序的權(quán)力更替比西方的頻繁選舉更有利于社會穩(wěn)定與政策連續(xù)性。中國高層集體交接班的成功有助于打破對西方選舉制度的迷信,為發(fā)展中國高層權(quán)力交接提供了一種新選擇,為國際共產(chǎn)主義運動高層權(quán)力依法有序更替提供了寶貴經(jīng)驗。
[Abstract]:Since the reform and opening up, the collective succession system of the CPC Central Committee has formed its own unique advantages. The main manifestations are as follows: the collective selection method which combines democratic consultation and democratic election can represent the will and fundamental interests of the whole people more than the simple election method in the West; The combination of long-term training and comprehensive investigation and selection is better than the one-sided election standards of the West to elect leaders of merit and ability; The orderly change of power in accordance with the law is more conducive to social stability and policy continuity than frequent elections in the West. It provides a new choice for the development of the transfer of high-level power in China and valuable experience for the orderly change of high-level power in the international communist movement according to law.
