【摘要】：公民參與政府公共決策是指公民個(gè)人或團(tuán)體通過(guò)一定的方式和渠道,自愿參與到與他們切身利益相關(guān)的公共政策的制定過(guò)程中,發(fā)表白己的意見(jiàn)和看法,維護(hù)自身權(quán)益,并試圖影響政府公共決策的活動(dòng)。公民參與公共政策的制定是推進(jìn)公民權(quán)發(fā)展的路徑之一,政府公共決策中公民參與的程度又對(duì)政府決策的合法性、可行性產(chǎn)生著重要的影響。擴(kuò)大公民有效的政治參與,盡可能多地滿足公民的利益需要,實(shí)現(xiàn)公民、社會(huì)、國(guó)家之間的良性互動(dòng),成為政府決策的一個(gè)基本要求。當(dāng)下,隨著政治民主化進(jìn)程的不斷推進(jìn),我國(guó)公民參與在廣度、深度和效度方面都得到了長(zhǎng)足的進(jìn)步。在此背景下,執(zhí)政黨提出不斷擴(kuò)大公民有效的政治參與,就是要求不斷挖掘政治資源,開(kāi)拓新的公民政治參與的渠道,建立公民利益表達(dá)的機(jī)制,不斷促進(jìn)社會(huì)公正。擴(kuò)大公民的有序政治參與是促進(jìn)政治進(jìn)步、社會(huì)穩(wěn)定的重要手段,而這又必須與政治制度化水平相適應(yīng)。因?yàn)楫?dāng)現(xiàn)有的政治體制無(wú)法提供足夠的參與渠道時(shí),政治參與的擴(kuò)大將可能導(dǎo)致社會(huì)動(dòng)蕩,這就要求國(guó)家能夠?qū)⒐裼行蛘螀⑴c的擴(kuò)大與政治制度化進(jìn)程協(xié)調(diào)起來(lái)。本文探討了當(dāng)下公民參與政府公共決策的條件和渠道,嘗試從公民參與和政府回應(yīng)兩個(gè)方面入手,建立一個(gè)評(píng)價(jià)體系,來(lái)分析公民參與公共決策的效果,考察當(dāng)下公民參與政府公共決策時(shí)存在的問(wèn)題,尋找完善措施,以期進(jìn)一步推動(dòng)公民參與,促進(jìn)政治決策的科學(xué)性和民主化,促進(jìn)政治社會(huì)的和諧發(fā)展。
[Abstract]:Citizen participation in government public decision-making means that citizens, through certain ways and channels, voluntarily participate in the process of making public policies related to their vital interests, express their own opinions and opinions, and safeguard their own rights and interests. Citizen participation in the formulation of public policy is one of the paths to promote the development of civil rights, and the degree of citizen participation in government public decision-making is the legitimacy of government decision-making. Feasibility has an important impact. Expanding citizens' effective political participation, meeting the interests of citizens as much as possible, and realizing the benign interaction among citizens, society and the country has become a basic requirement for government decision-making. With the continuous advancement of the process of political democratization, the citizen participation in our country has made great progress in terms of breadth, depth and validity. Under this background, the ruling party proposes to continuously expand the effective political participation of citizens. That is, to constantly tap political resources, to open up new channels for citizens' political participation, to establish mechanisms for the expression of citizens' interests, and to continuously promote social justice. Expanding orderly political participation by citizens is an important means to promote political progress and social stability. And this, in turn, has to be commensurate with the level of political institutionalization, because when the existing political system is unable to provide adequate channels for participation, the expansion of political participation can lead to social unrest. This requires the state to coordinate the expansion of citizens' orderly political participation with the process of political institutionalization. This paper discusses the conditions and channels for citizens' participation in government public decision-making, and attempts to start from two aspects: citizen participation and government response. To establish an evaluation system to analyze the effect of citizen participation in public decision-making, to investigate the problems existing in citizen participation in government public decision-making, and to look for perfect measures to further promote citizen participation. Promote the scientific nature and democratization of political decision-making and promote the harmonious development of political society.
