【摘要】：當(dāng)前,人口老齡化已進(jìn)入快速發(fā)展階段,老年人對(duì)養(yǎng)老服務(wù)的需求呈現(xiàn)多元化趨勢(shì),養(yǎng)老服務(wù)設(shè)施無(wú)論從數(shù)量上還是從質(zhì)量上都急需提高。養(yǎng)老服務(wù)設(shè)施是加快發(fā)展養(yǎng)老服務(wù)業(yè)的重要基礎(chǔ)和保障,對(duì)促進(jìn)經(jīng)濟(jì)社會(huì)科學(xué)發(fā)展,落實(shí)《老年人權(quán)益保障法》,實(shí)現(xiàn)老有所養(yǎng)、老有所醫(yī)、老有所教、老有所學(xué)、老有所為、老有所樂(lè)等具有重要意義。老年化問(wèn)題已經(jīng)成為制約中國(guó)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的瓶頸,日益受到中央與地方各級(jí)政府關(guān)注,并從戰(zhàn)略高度對(duì)老年事業(yè)進(jìn)行規(guī)劃。自1999年中國(guó)整體進(jìn)入老年化社會(huì)以來(lái),中國(guó)政府已經(jīng)連續(xù)編制了3個(gè)五年規(guī)劃或計(jì)劃。近幾年黃石的老年基礎(chǔ)設(shè)施建設(shè)發(fā)展較快,許多社區(qū)內(nèi)為老齡人增設(shè)了老年人活動(dòng)中心、體育活動(dòng)器械及醫(yī)療服務(wù)站點(diǎn)等。但也存在著不足,由于社區(qū)公共服務(wù)設(shè)施資金來(lái)源有限,資金投入不足,社區(qū)的基礎(chǔ)設(shè)施薄弱,服務(wù)設(shè)施相對(duì)滯后,功能也不夠完善。對(duì)于為老齡人口的配套設(shè)施就更顯示其不足了,在這個(gè)方面急需有待提高。國(guó)內(nèi)、國(guó)際許多城市由于進(jìn)入老年化城市行列時(shí)間較早,在老年化配套設(shè)施建設(shè)方面積累了大量經(jīng)驗(yàn)和教訓(xùn),這就為黃石市老齡事業(yè)基礎(chǔ)設(shè)施建設(shè)提供了學(xué)習(xí)借鑒的大量現(xiàn)實(shí)案例。因此,在進(jìn)行黃石老齡事業(yè)基礎(chǔ)設(shè)施規(guī)劃時(shí),黃石一方面要走出去廣泛學(xué)習(xí)國(guó)內(nèi)外城市老年化設(shè)施建設(shè)的經(jīng)驗(yàn),一方面必須根據(jù)自身作為老工業(yè)化城市、資源枯竭型城市、經(jīng)濟(jì)轉(zhuǎn)型城市、山水園林城市的特點(diǎn),科學(xué)合理地制訂黃石市老齡事業(yè)基礎(chǔ)設(shè)施建設(shè)規(guī)劃。本文通過(guò)大量的調(diào)查問(wèn)卷及數(shù)據(jù)統(tǒng)計(jì)分析、比較,從理論上充實(shí)了黃石老齡事業(yè)基礎(chǔ)設(shè)施研究領(lǐng)域的內(nèi)容,從以往對(duì)黃石老齡事業(yè)研究的分散研究轉(zhuǎn)變?yōu)橄到y(tǒng)研究。從實(shí)踐上,通過(guò)對(duì)黃石老齡事業(yè)基礎(chǔ)設(shè)施的實(shí)地調(diào)查研究,進(jìn)一步了解了現(xiàn)實(shí)狀況,為當(dāng)前及未來(lái)一段時(shí)間黃石老齡事業(yè)基礎(chǔ)設(shè)施的科學(xué)規(guī)劃與制訂人口老齡化政策提供依據(jù)。
[Abstract]:At present, the aging of the population has entered a stage of rapid development, and the demand for old-age services for the elderly has shown a trend of diversification. Pension service facilities are in urgent need of improvement in terms of both quantity and quality. Pension service facilities are an important foundation and guarantee for accelerating the development of the old-age service industry, which will promote the development of economic and social sciences. The implementation of the Law on the Protection of the Rights and interests of the elderly, the realization of a sense of security for the elderly, a sense of medical care, a sense of education for the elderly, a sense of learning for the elderly, a sense of security for the elderly, and a sense of happiness for the elderly are of great significance. Ageing has become a bottleneck restricting the sustainable economic and social development of China. Increasingly, the central and local governments at all levels pay attention to and plan for the cause of the elderly from a strategic perspective. Since 1999, China as a whole has entered an aging society. The Chinese government has drawn up three consecutive five-year plans or plans. In recent years, Yellowstone's infrastructure for the elderly has developed relatively rapidly, and many communities have set up activity centers for the elderly. Sports equipment and medical service stations, etc., but there are also shortcomings. Because of the limited sources of funds for community public service facilities, the insufficient investment of funds, the weakness of community infrastructure, and the relative lag of service facilities, The function is also not perfect. The supporting facilities for the elderly population are even more inadequate. In this respect, there is an urgent need for improvement. At home, many cities in the world have entered the ranks of aging cities earlier. A large number of experiences and lessons have been accumulated in the construction of supporting facilities for aging, which provides a large number of practical cases for the construction of infrastructure for the cause of ageing in Huangshi. Therefore, in the planning of infrastructure for the cause of aging in Huangshi, On the one hand, Yellowstone wants to go out and study extensively the experience of the construction of aging facilities in cities at home and abroad, and on the other hand, according to his own characteristics as an old industrialized city, a resource-exhausted city, a city with economic transition, and a landscape city, This paper, through a large number of questionnaires and statistical analysis of data, compares and enriches the content of the research field of Huangshi's infrastructure for the aged in theory, by making a scientific and reasonable plan for the infrastructure construction of the cause of aging in Huangshi City, through a large number of questionnaires and statistical analysis of the data. From the scattered research on Huangshi's cause of aging to the systematic study in the past. In practice, through the field investigation and research on the infrastructure of Huangshi's cause of aging, we have further understood the actual situation. It provides the basis for the scientific planning of Yellowstone's aging infrastructure and the formulation of population aging policy at present and in the future.
