【摘要】：治理現(xiàn)代化不僅僅是體制和方法的簡單復(fù)制和模式化,而應(yīng)立足于自身歷史和現(xiàn)實(shí)的治理能力提高。因此,提升國家治理水平可以從"歷時(shí)性"和"共時(shí)性"兩個(gè)維度展開。歷時(shí)性方面,"考成法"是歷史上國家決策層主導(dǎo)的提升治理水平的典型參照;共時(shí)性方面,目標(biāo)責(zé)任考核是通過績效評估提升治理能力的實(shí)踐舉措。分析從"考成法"到目標(biāo)責(zé)任考核的內(nèi)在邏輯演化,是在歷史與現(xiàn)實(shí)的對比中反思治理行為本身,在目標(biāo)責(zé)任考核的制度設(shè)計(jì)中抽象繼承"考成法"作為治理變革的自然理性功能,促進(jìn)治理水平提升的重要探索。
