【摘要】：隨著我國社會老齡化程度的不斷加深,老年人體育越來越成為廣受關(guān)注的焦點(diǎn)。老年體育社團(tuán)作為老年人參與體育鍛煉的重要載體,在老年人體育的發(fā)展過程中發(fā)揮著至關(guān)重要的作用。體育社團(tuán)作為非營利性組織,是公共體育服務(wù)供給主體的重要組成部分,調(diào)動體育社團(tuán)的力量,讓它們更多地參與到公共體育服務(wù)的供給過程中來也是促進(jìn)公共體育服務(wù)體系逐步完善的重要措施。本文以焦作市老年體育社團(tuán)為調(diào)查樣本,以焦作市老年體育社團(tuán)供給公共體育服務(wù)為研究對象,從積極鼓勵(lì)老年體育社團(tuán)加入到公共體育服務(wù)過程的角度出發(fā),運(yùn)用文獻(xiàn)資料法、實(shí)地考察法和訪談法,通過分析焦作市老年體育社團(tuán)供給公共體育服務(wù)的方式和內(nèi)容現(xiàn)狀,研究其在供給公共體育服務(wù)過程中出現(xiàn)的問題。論文得出以下結(jié)論:1.焦作市老年體育社團(tuán)是焦作市老年體育愛好者自愿組成,自主管理并按照一定制度進(jìn)行的以組織和參與體育活動為目的的非營利性社會組織。2.焦作市老年體育社團(tuán)與焦作市政府以及體育行政部門不存在隸屬關(guān)系,具有顯著的自發(fā)性特點(diǎn),主要履行社會服務(wù)職能。到2015年底,焦作市共有老年體育社團(tuán)10個(gè),并呈現(xiàn)社團(tuán)數(shù)量、項(xiàng)目種類以及社團(tuán)成員數(shù)量不斷增加的趨勢。3.焦作市老年體育社團(tuán)是焦作市公共體育服務(wù)的重要供給主體之一,主要的服務(wù)供給對象是焦作市老年人群體。4.焦作市老年體育社團(tuán)供給公共體育服務(wù)的內(nèi)容有體育健身器材供給、體育信息宣傳服務(wù)、體育活動服務(wù)以及體育指導(dǎo)服務(wù)。5.焦作市老年體育社團(tuán)供給公共體育服務(wù)主要通過參與政府購買項(xiàng)目以及自籌經(jīng)費(fèi)兩種方式進(jìn)行。6.焦作市老年體育社團(tuán)在供給公共體育服務(wù)過程中取得了不少成績但也存在著以下問題:供給服務(wù)內(nèi)容的選擇過度依賴政府;供給服務(wù)方式單一化;籌資能力弱,經(jīng)費(fèi)來源少;社團(tuán)供給服務(wù)效率不高。7.針對焦作市老年體育社團(tuán)供給公共體育服務(wù)過程中存在的一系列問題,本文提出如下對策:創(chuàng)新供給服務(wù)內(nèi)容,提供更符合老年人需求的服務(wù);創(chuàng)新多元供給方式,重視與企業(yè)的合作;尋求多渠道經(jīng)費(fèi)來源,加強(qiáng)對經(jīng)費(fèi)的管理;提升社團(tuán)整體實(shí)力,提高供給服務(wù)效率。
[Abstract]:With the deepening of the aging of our society, sports for the elderly has become the focus of more and more attention. As an important carrier for the elderly to participate in physical exercise, the sports association of the elderly is an important carrier for the elderly to participate in physical exercise. Sports association, as a non-profit organization, is an important part of the main body of public sports service supply. It is also an important measure to promote the gradual improvement of public sports service system by making them more involved in the supply process of public sports service. Taking the elderly sports associations in Jiaozuo as the research object, from the point of actively encouraging the elderly sports associations to join in the process of public sports service, this paper applies the methods of literature, field investigation and interview. By analyzing the present situation of the ways and contents of providing public sports services by the sports associations of the elderly in Jiaozuo City, The paper draws the following conclusion: 1. Jiaozuo City Senior Sports Association is formed voluntarily by the elderly sports enthusiasts in Jiaozuo City. Non-profit social organization, which is managed independently and according to certain system, aims to organize and participate in sports activities. 2. There is no subordinate relationship between Jiaozuo senior sports association and Jiaozuo municipal government and sports administrative department. By end of 2015, there were 10 sports associations for the elderly in Jiaozuo City, and the number of associations was present. The category of projects and the increasing trend of the number of community members. 3. Jiaozuo elderly Sports Association is one of the important providers of public sports services in Jiaozuo City. The main object of service supply is the elderly group in Jiaozuo City. The contents of the sports community providing public sports services in Jiaozuo City include the supply of sports fitness equipment, the sports information propaganda service, Sports activities and sports guidance services .5.Jiaozuo elderly sports associations provide public sports services mainly through participation in government purchasing projects and self-financing two ways. 6. Jiaozuo elderly sports associations in the supply of public sports. Many achievements have been made in the course of the total sports service, but there are also the following problems: the choice of supplying service content depends on the government excessively; Single mode of supply and service, weak ability of raising funds, less sources of funds, low efficiency of community supply and service. 7. aiming at a series of problems existing in the process of providing public sports service to the aged sports associations in Jiaozuo City. This paper puts forward the following countermeasures: innovating the contents of supply services to provide services that meet the needs of the elderly; innovating multiple modes of supply, attaching importance to cooperation with enterprises; seeking multi-channel sources of funds and strengthening the management of funds; Improve the overall strength of the community, improve the efficiency of supply services.
