【摘要】：美國非政府組織長期以來一直在朝鮮進行人道主義援助,積極開展民間交流。這些非政府組織通過與朝鮮政府進行談判和協(xié)商,建立起了一系列針對朝鮮的人道主義援助機制。通過開展援助行動,這些組織一方面可以大量了解朝鮮的內(nèi)部狀況,為美國政府提供朝鮮的準確信息;另一方面成為美朝"二軌外交"的重要媒介,為未來美朝關(guān)系的緩和和修復(fù)發(fā)揮了重要的輔助作用。即使在美朝雙邊關(guān)系陷入低谷的時候,美國政府也依然允許非政府組織赴朝鮮開展人道主義援助和民間交流。美國非政府組織在朝鮮的援助行動具有鮮明的政治化特征。
[Abstract]:United States non-governmental organizations have long been engaged in humanitarian assistance and active people-to-people exchanges in the Democratic people's Republic of Korea. These non-governmental organizations have engaged in negotiations and consultations with the Government of North Korea. The establishment of a series of humanitarian assistance mechanisms for the DPRK. Through aid operations, these organizations can, on the one hand, have a good understanding of the internal situation of the DPRK and provide the United States Government with accurate information on the DPRK; On the other hand, it has become an important medium for the "track two diplomacy" of the United States and North Korea, and has played an important supporting role in the future relaxation and repair of US-DPRK relations. Even when the bilateral relations between the United States and the DPRK are at a low point, The U.S. government also continues to allow NGOs to travel to North Korea for humanitarian aid and people-to-people exchanges.
