【摘要】：澳門回歸后,在保留原有咨詢制度的基礎(chǔ)上,特區(qū)政府適應(yīng)澳門發(fā)展的新需要,從"澳人治澳"高度,致力于公共政策咨詢的制度化建設(shè),提高科學(xué)決策水平。為推進(jìn)公共政策咨詢工作有章可循,制定了《公共政策咨詢規(guī)范性指引》,從制度上完善了咨詢工作,保障了咨詢工作順利進(jìn)行。為發(fā)揮咨詢組織的功能,創(chuàng)新咨詢組織的運(yùn)作方式,注重專家在咨詢組織中的作用發(fā)揮,完善咨詢組織成員任職期限及數(shù)目的規(guī)定,改革咨詢組織輔助機(jī)構(gòu),為科學(xué)施政創(chuàng)造了條件。
[Abstract]:After Macao's return to China, on the basis of retaining the original consultation system, the SAR government has adapted to the new needs of Macao's development and has devoted itself to the institutionalization of public policy consultation from the height of "Macao people ruling Macao." To improve the level of scientific decision-making. In order to promote the public policy consultation work with rules to follow, the "normative guidelines for Public Policy consultation" has been formulated, the consultation work has been improved institutionally, and the consultation work has been ensured to proceed smoothly. Innovating the mode of operation of advisory organizations, paying attention to the role of experts in advisory organizations, perfecting the regulations on the duration and number of members of advisory organizations, and reforming the auxiliary organizations of advisory organizations have created conditions for scientific administration.
