【摘要】：抗日戰(zhàn)爭勝利以后,為有效推進首都南京的恢復與建設,作為政府重要屬員的警察積極行政,在維護城市公共安全、促進市政建設等工作中多行"善治",改善了城市生活與生產(chǎn)環(huán)境,提高了政府控制社會的能力。然而,自1947年國民政府宣布施行"戡亂動員"以后,南京警察從警力布置、武器裝備等方面強化了其政治管控職能,社會服務職能隨之被嚴重削弱。警察的"不作為"與"亂作為"影響了自身形象,導致政府信譽和權威受到嚴重損害,社會管理效果走向低效甚至失效,折射出國民黨在遭遇統(tǒng)治危機時社會管理機制的應變乏策與失效。
[Abstract]:After the victory of the War of Resistance against Japan, in order to effectively promote the restoration and construction of the capital, Nanjing, the police, as an important member of the government, actively administered and maintained the public safety of the city. Promoting "good governance" in municipal construction has improved the city's living and production environment and the government's ability to control society. However, since 1947, when the National Government announced the implementation of "counter-insurgency mobilization," Nanjing police officers have been deployed from the police force. Weapons and equipment have strengthened their political control function, and the social service function has been seriously weakened. The "inaction" and "misbehavior" of the police have affected their own image and seriously damaged the credibility and authority of the government. The effect of social management goes to inefficiency or even invalidation, which reflects the lack of countermeasures and failures of the social management mechanism of the Kuomintang when it is confronted with a crisis of rule.
