深圳市寶安區(qū)街道辦事處管理體制改革探究

【摘要】:為了響應(yīng)習(xí)近平總書記的號召,我國各地區(qū)接連對行政部門實施一系列的精簡和改革工作;谶@一大環(huán)境,全國各地相繼出現(xiàn)了眾多關(guān)于街道管理改革的新模式,例如:深圳桃源模式、廣州荔灣模式、安徽銅陵模式,對我國其他地區(qū)的改革起到了示范性作用。2010年,我市頒布了《深圳市民政事業(yè)綜合配套改革實施方案》,指出實行基層管理制度改革的必要性。該文就以筆者工作、生活的深圳市寶安區(qū)為例對基層街道體制改革進行探討。本論文第一章通過查閱相關(guān)文獻和資料,分析街道辦事處管理體制國內(nèi)外研究現(xiàn)狀,明確本次選題的意義。第二章則是在對街道辦事處相關(guān)概念和理論分析的基礎(chǔ)上,進一步分析了街道辦事處管理體制改革理論,這是本次研究的理論基礎(chǔ)。在完成理論分析的基礎(chǔ)上,本文第三章重點對深圳市寶安區(qū)街道辦事處目前的管理制度情況展開介紹,其中主要有寶安街道辦創(chuàng)建的歷史和環(huán)境,還介紹了寶安街道辦的關(guān)鍵職責(zé)以及相關(guān)職能等,然后采用問卷調(diào)查、理論分析等方法對寶安區(qū)目前街道辦事處的體制現(xiàn)狀和其成因進行了探討,分別得出:一個是街道辦內(nèi)部對于自身現(xiàn)狀的剖析;另一個是轄區(qū)民眾對于街道辦的現(xiàn)狀的剖析。為提出更加貼合寶安區(qū)發(fā)展的實際情況的街道辦改革建議,本文第四章重點對國內(nèi)比較成功的街道辦事處管理模式進行了分析,從中得出各模式中適合寶安區(qū)吸取的寶貴經(jīng)驗。最終,本文結(jié)合深圳市寶安區(qū)基層街道辦的實際情況,提出了寶安街道辦改革的具體實施辦法:首先,調(diào)整街道辦規(guī)模,從源頭對街道辦的體制問題進行根治,第二步,理順基層管理層級,構(gòu)建服務(wù)性基層管理部門;第三步,積極引入多元管理力量,激發(fā)基層組織內(nèi)部活力。在經(jīng)歷過上面的一系列的改革之后,寶安的管理模式也就實現(xiàn)了由傳統(tǒng)的市政府直接管理變?yōu)槭姓^(qū)政府、街道辦的多級管理模式,管理的效率更高,有利于政府職能的實現(xiàn),有利于建設(shè)服務(wù)型政府。
[Abstract]:In response to General Secretary Xi Jinping's call, all regions in our country have successively implemented a series of streamlining and reform work on the administrative departments. Based on this great environment, numerous new models for the reform of street management have emerged one after another throughout the country. For example, the Shenzhen Taoyuan Model, the Guangzhou Liwan Model, the Anhui Tongling Model have played an exemplary role in the reform of other regions of China. In 2010, Our city promulgated the "Comprehensive supporting Reform Plan for Civil Affairs in Shenzhen", pointing out the necessity of carrying out the reform of the grass-roots management system. Baoan District, Shenzhen, as an example, discusses the reform of the grass-roots street system. The first chapter of this paper analyzes the status quo of the management system of the street offices at home and abroad by consulting relevant documents and materials. Make clear the significance of this topic. The second chapter is on the basis of the related concepts and theoretical analysis of the sub-district office, further analysis of the sub-district office management system reform theory, This is the theoretical basis of this study. On the basis of completing the theoretical analysis, the third chapter focuses on the introduction of the current management system of the Baoan District Subdistrict Office in Shenzhen, in which the history and environment of the creation of the Baoan Subdistrict Office are mainly included. The paper also introduces the key responsibilities and related functions of Baoan Subdistrict Office, and then discusses the present system status and causes of Baoan District Subdistrict Office by means of questionnaire survey and theoretical analysis. Respectively, the following conclusions are drawn: one is the analysis of the present situation of the street office within the district office; the other is the analysis of the present situation of the street office by the people in the district. In order to put forward a reform proposal for the street office that is more in line with the actual situation of the development of Baoan District, Chapter 4th focuses on the analysis of the successful management model of the sub-district office in China, from which the valuable experience suitable for Baoan District is drawn. Finally, this paper combines the actual situation of the basic Street Office in Baoan District of Shenzhen City. Put forward the concrete implementation measures of Baoan street office reform: first, adjust the scale of the street office, and root out the system problem of the street office from the source; second, straighten out the basic level of management, construct the service basic level management department; third step, After a series of reforms above, Baoan's management model has also realized the transformation from the traditional direct management of the municipal government to the municipal government, the district government. The multilevel management mode of the district office is more efficient, which is beneficial to the realization of the government function and the construction of the service-oriented government.
