【摘要】：行政區(qū)劃等第制度自古有之,最早可以追溯至秦漢時(shí)期。之所以建立這種制度,其目的是針對(duì)不同地區(qū)的具體行政狀況做出不同的人事安排,并制定不同的政策,以便更好地對(duì)地方進(jìn)行管理。這是一種充滿(mǎn)行政智慧的制度設(shè)計(jì)。隨著朝代的更迭和官制的變革,這一制度也不斷發(fā)展成熟,最終在清代臻于完善。它不僅對(duì)清代的地方官制產(chǎn)生了重要影響,也對(duì)清代區(qū)域性發(fā)展起著重要作用。本文除了引言和結(jié)語(yǔ)外,主體分成五個(gè)部分:第一,“概念界定”,闡述行政區(qū)劃等第制度的具體涵義,以及與其相近術(shù)語(yǔ)的區(qū)別;第二,“清以前的行政區(qū)劃等第制度”,分別闡述“秦漢至宋元”和“明代”的行政區(qū)劃等第的產(chǎn)生和演變,以及其對(duì)清代的影響;第三、第四,重點(diǎn)闡述清代行政區(qū)劃制度的形成和完善,以及區(qū)劃等第制度下的地方官制;最后于對(duì)清代的這一等第制度予以評(píng)價(jià)。
[Abstract]:Administrative divisions and other systems have existed since ancient times, and can be traced back to the Qin and Han dynasties. The purpose of establishing this system is to make different personnel arrangements and formulate different policies according to the specific administrative conditions in different regions. In order to better manage the place. This is a system design full of administrative wisdom. With the change of the dynasty and the change of the official system, the system has also developed and matured. It not only had an important influence on the local government system in Qing Dynasty, but also played an important role in the regional development of Qing Dynasty.
