【摘要】：結(jié)合2016年對(duì)H省城市最低生活保障家庭的入戶調(diào)查,利用政策比較分析法在政策規(guī)定、政策執(zhí)行、執(zhí)行效果三個(gè)方面從資源約束和主體協(xié)同兩個(gè)維度,對(duì)影響和制約城市貧困家庭養(yǎng)老經(jīng)濟(jì)支持的相關(guān)因素進(jìn)行分析。研究結(jié)論如下:城市低保家庭受家庭資源約束和傾向子代分配影響,自身缺乏為未來(lái)養(yǎng)老投資的預(yù)算安排;社會(huì)養(yǎng)老因制度參保繳費(fèi)強(qiáng)制要求權(quán)利義務(wù)統(tǒng)一,經(jīng)測(cè)算城市貧困家庭經(jīng)濟(jì)條件不能滿足按制度規(guī)定長(zhǎng)期供給的要求;城市最低生活保障制度旨在對(duì)貧困家庭的當(dāng)期最低生活消費(fèi)進(jìn)行補(bǔ)助,缺乏為貧困家庭未來(lái)養(yǎng)老安排的制度目標(biāo);家庭、個(gè)人、政府、社會(huì)四方未能建立起城市低保家庭的養(yǎng)老經(jīng)濟(jì)資源支持體系,各種制度之間缺乏有效銜接和呼應(yīng),而且存在著制度空隙和利益擠占。研究建議:提高不同制度間的協(xié)同銜接水平,加強(qiáng)對(duì)城市貧困老年人的經(jīng)濟(jì)支持;參照新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度,已達(dá)到法定領(lǐng)取年齡的城市低保家庭老年人可以按月領(lǐng)取基本養(yǎng)老金,但適齡符合制度規(guī)定的城市低保家庭成員應(yīng)當(dāng)參加基本社會(huì)養(yǎng)老保險(xiǎn),政府可根據(jù)家庭經(jīng)濟(jì)能力和負(fù)擔(dān)按照不同比例進(jìn)行資助參保;經(jīng)濟(jì)狀況核查中的家庭收入計(jì)算和家庭資產(chǎn)規(guī)定,需要適當(dāng)酌情考慮城市老年人養(yǎng)老基本經(jīng)濟(jì)需要給予適當(dāng)豁免;重視家庭支持,尊重和引導(dǎo)個(gè)人對(duì)養(yǎng)老進(jìn)行合理規(guī)劃,鼓勵(lì)支持社會(huì)力量積極充分參與到城市貧困家庭養(yǎng)老當(dāng)中。
[Abstract]:Combined with the household survey of the lowest living guarantee families in H province in 2016, this paper makes use of the policy comparative analysis method in three aspects: policy regulation, policy implementation and implementation effect from two dimensions of resource constraint and subject synergy. This paper analyzes the related factors that influence and restrict the financial support of the urban poor families for the aged. The conclusions are as follows: the urban low- subsistence families are affected by the family resource constraints and the tendency of their children's distribution, and they lack the budget arrangement for the future pension investment; The social old-age pension system requires the compulsory demand of rights and obligations, and the economic conditions of urban poor families can not meet the requirements of long-term supply according to the system. The urban minimum living security system aims to subsidize the current minimum living expenses of poor families, and lacks the institutional objectives of providing for the future old-age support of poor families; families, individuals, governments, The social Quartet has failed to establish a supporting system of the urban minimum subsistence families' old-age economic resources, and there is a lack of effective linkage and echo among the various systems. Moreover, there are institutional gaps and interests crowding out. The research suggests: to improve the level of synergy and convergence among different systems, to strengthen economic support for the poor elderly in urban areas, and to refer to the new rural social endowment insurance system, The elderly in urban minimum subsistence families who have reached the legal age of receipt may receive a basic pension by month, but urban minimum subsistence family members of the appropriate age who conform to the regulations of the system shall participate in the basic social endowment insurance, The Government may contribute to the insurance in proportion to the financial capacity and burden of the family; the calculation of household income and the provisions on household assets in the verification of financial conditions require appropriate exemptions, as appropriate, for the basic financial needs of the elderly in urban areas; We should pay attention to family support, respect and guide individuals to plan for the aged reasonably, and encourage the support social forces to participate actively and fully in the urban poor families.
