頤養(yǎng)院建設(shè)項目綜合評價指標體系研究

【摘要】:隨著人民生活水平的不斷提高,醫(yī)療水準等相關(guān)配套設(shè)施的逐漸完善,我國公民的平均壽命也在逐漸延長。社會上對養(yǎng)老需求的急劇增長與頤養(yǎng)院等養(yǎng)老機構(gòu)發(fā)展滯后的矛盾漸漸突出,頤養(yǎng)院等機構(gòu)養(yǎng)老的服務(wù)需求與服務(wù)質(zhì)量的總體供求之間也呈現(xiàn)出嚴重失衡狀態(tài);養(yǎng)老、安老、防老、延老等一系列老年問題日益成為政府社會關(guān)注的焦點、學者研究的熱點。國內(nèi)市場的養(yǎng)老需求不斷增大,需求的服務(wù)質(zhì)量也不斷提高,而這些需求的滿足只能依靠一些新興的綜合性養(yǎng)老機構(gòu)來實現(xiàn),在這種國情下,頤養(yǎng)院便順應(yīng)時代發(fā)展而誕生。頤養(yǎng)院不僅具有一般養(yǎng)老機構(gòu)所具備的養(yǎng)老功能,而且還具有防老、延老之功能,加上與時俱進的管理模式和設(shè)計理念,可以為入住的老年群體提供人性化高質(zhì)量的服務(wù);頤養(yǎng)院在布置設(shè)計方面更加注重去關(guān)心老年人的身心健康,是新時代老年群體安享晚年、頤養(yǎng)天年的最佳住所。 在研究國內(nèi)外相關(guān)文獻資料的基礎(chǔ)上,分析了現(xiàn)階段我國養(yǎng)老市場的現(xiàn)狀,總結(jié)了我國老年政策所帶來的良好社會效應(yīng)。為了更清楚地闡釋頤養(yǎng)院的社會需求,本文介紹了城市老人的老齡化發(fā)展趨勢以及社會上各種養(yǎng)老問題,對比分析了社會福利院、敬老院、養(yǎng)老院以及老年公寓與頤養(yǎng)院的差別與聯(lián)系;在科學性、前瞻性和可操作性的原則下構(gòu)建了頤養(yǎng)院建設(shè)項目綜合評價指標體系;然后研究分析了網(wǎng)絡(luò)層次分析法(ANP)、模糊數(shù)學理論以及熵權(quán)理論,并從統(tǒng)籌全局的角度論證分析了各種方法的優(yōu)點及局限性。鑒于頤養(yǎng)院建設(shè)項目評價指標體系中指標的多樣性、指標邊界的不確定性以及評價標準的多樣化等特點,本文最終確定選用模糊熵權(quán)法評價方法來進行頤養(yǎng)院建設(shè)項目建設(shè)水平的評價分析。 通過老年人養(yǎng)老意愿的問卷調(diào)查,文章初步構(gòu)建了頤養(yǎng)院建設(shè)項目綜合評價指標體系,并借助SPSS軟件進行因子分析和指標間的相關(guān)性分析,并歸納整合完善所構(gòu)建的指標體系;通過對指標隸屬度問卷結(jié)果的統(tǒng)計整理,運用超級決算軟件(Super Decisions)確定評價指標權(quán)重,然后通過多級模糊矩陣計算得到高級指標的會員,借助熵權(quán)法確定高級會員的權(quán)重進而進行頤養(yǎng)院建設(shè)水平的綜合評價。從評價結(jié)果來看,運用模糊熵權(quán)法進行綜合評價的結(jié)果十分接近頤養(yǎng)院建設(shè)項目的實際情況,這種綜合評價方法可以“中和”單一的模糊評價方法在確定比較繁瑣的低級指標權(quán)重時過多的主觀性,使評價結(jié)果趨于更加合理和科學。模糊熵權(quán)法綜合評價方法為頤養(yǎng)院建設(shè)項目的建設(shè)水平提供了一種新型的綜合評價方法,實現(xiàn)了從定性分析到定量評價的轉(zhuǎn)化,具有更強的理論意義和現(xiàn)實意義。
[Abstract]:With the continuous improvement of people's living standards and the gradual improvement of medical standards and other related supporting facilities, The average life expectancy of Chinese citizens is also gradually lengthening. The contradiction between the rapid increase in the social demand for the aged and the lagging development of pension institutions, such as nursing homes, is gradually becoming more and more prominent. There is also a serious imbalance between the demand for services and the overall supply and demand of service quality in institutions such as nursing homes. A series of elderly problems, such as old-age care, aging, aging prevention and aging, are increasingly becoming the focus of attention of the government. The domestic market demand for the aged is increasing, and the service quality of the demand is also improving. However, the satisfaction of these needs can only be realized by some new comprehensive pension institutions. Under this kind of national conditions, The nursing home is born in accordance with the development of the times. It not only has the pension function of the general pension institution, but also has the function of preventing and prolonging the old, and the management mode and design idea of keeping pace with the times. It can provide humanized and high quality service for the elderly group. The nursing home pays more attention to the physical and mental health of the elderly in the layout design. It is the best residence for the elderly group to enjoy their old age in the new era. On the basis of studying the relevant literature at home and abroad, this paper analyzes the present situation of the old-age care market in China, summarizes the good social effects brought about by the old-age policy in our country, in order to explain the social demand of the nursing home more clearly. This paper introduces the development trend of the aging of the urban elderly and various problems of the aged in the society, and compares and analyzes the differences and relations between the social welfare home, the elderly home, the nursing home, the apartment for the aged and the nursing home. Under the principle of foresight and maneuverability, this paper constructs the comprehensive evaluation index system of the construction project of nursing home, and then studies and analyzes the network analytic hierarchy process (AHP), the theory of fuzzy mathematics and the theory of entropy weight. The advantages and limitations of various methods are demonstrated and analyzed from the perspective of overall planning. In view of the diversity of indicators in the evaluation index system of residential building projects, the uncertainty of index boundaries and the diversification of evaluation criteria, etc. In this paper, fuzzy entropy method is used to evaluate and analyze the construction level of the residential building project. Based on the questionnaire survey of the elderly's pension intention, the paper preliminarily constructs the comprehensive evaluation index system of the nursing home construction project, and carries on the factor analysis and the correlation analysis among the indexes with the help of the SPSS software. Through the statistical analysis of the results of the index membership questionnaire, the weight of the evaluation index is determined by the super final accounting software (Super decisions), and the members of the advanced index are obtained by the calculation of the multilevel fuzzy matrix. With the help of entropy method, the weight of senior members is determined and the comprehensive evaluation of the level of health care building is carried out. From the result of evaluation, the result of comprehensive evaluation by using fuzzy entropy weight method is very close to the actual situation of the construction project of health care home. This kind of comprehensive evaluation method can "neutralize" a single fuzzy evaluation method, which has too much subjectivity in determining the weight of relatively tedious lower index. The fuzzy entropy weight method provides a new comprehensive evaluation method for the construction level of the nursing home construction project, and realizes the transformation from qualitative analysis to quantitative evaluation. It has stronger theoretical and practical significance.
