【摘要】：十八屆三中全會(huì)召開以來,推進(jìn)國家治理體系建設(shè)與實(shí)現(xiàn)治理能力現(xiàn)代化成為我國在經(jīng)濟(jì)新常態(tài)下行政改革、社會(huì)發(fā)展的總目標(biāo)。從計(jì)劃經(jīng)濟(jì)時(shí)代到市場(chǎng)經(jīng)濟(jì)時(shí)代,國家現(xiàn)代化進(jìn)程不斷推進(jìn)。農(nóng)村、農(nóng)業(yè)、農(nóng)民一直是我國社會(huì)主義事業(yè)的關(guān)注點(diǎn),農(nóng)村地區(qū)的改革是國家發(fā)展的關(guān)鍵。農(nóng)村地區(qū)治理體系的完善、治理能力的提升更是新時(shí)期實(shí)現(xiàn)發(fā)展目標(biāo)的重點(diǎn)。改善農(nóng)村地區(qū)治理現(xiàn)狀的核心是不斷提升農(nóng)村社區(qū)治理水平,從而在根本上推動(dòng)國家治理現(xiàn)代化進(jìn)程。新型農(nóng)村社區(qū)的研究是當(dāng)前農(nóng)村社區(qū)治理與三農(nóng)問題研究的新方向。新型農(nóng)村社區(qū)是農(nóng)村社區(qū)治理實(shí)現(xiàn)順應(yīng)時(shí)代發(fā)展要求的必然途徑。我國農(nóng)村社區(qū)發(fā)展起步較晚且治理水平低于城市社區(qū)水平。所以,現(xiàn)階段農(nóng)村社區(qū)在治理模式、社區(qū)治理的保障機(jī)制等方面的發(fā)展水平,與新時(shí)期的改革發(fā)展目標(biāo)存在差距。新型農(nóng)村社區(qū)在治理模式、治理機(jī)制等方面能夠彌補(bǔ)傳統(tǒng)農(nóng)村社區(qū)治理的缺陷,進(jìn)而推動(dòng)傳統(tǒng)農(nóng)村社區(qū)成功轉(zhuǎn)型。新型農(nóng)村社區(qū)治理的研究,不能僅對(duì)其進(jìn)行宏觀理解,而是應(yīng)該具體問題具體分析。本文在第一部分運(yùn)用文獻(xiàn)研究法,重點(diǎn)分析了國內(nèi)外在農(nóng)村社區(qū)建設(shè)與新型農(nóng)村社區(qū)治理方面的研究現(xiàn)狀;第二部分對(duì)本文的核心概念進(jìn)行界定,并著重將本文運(yùn)用到的理論基礎(chǔ)從理論背景、理論內(nèi)容、現(xiàn)實(shí)啟示三方面進(jìn)行論述;第三部分與第四部分是本文的重點(diǎn)章節(jié)。第三部分將赤峰市新型農(nóng)村社區(qū)做為研究對(duì)象,運(yùn)用實(shí)地調(diào)查法,首先對(duì)赤峰市農(nóng)村社區(qū)治理的歷史演進(jìn)進(jìn)行分析,進(jìn)而選取赤峰市正在發(fā)展的新型農(nóng)村社區(qū),通過實(shí)地調(diào)查獲得的具體數(shù)據(jù)與資料對(duì)赤峰市現(xiàn)階段農(nóng)村社區(qū)治理所存在的現(xiàn)狀進(jìn)行分析,得到赤峰市現(xiàn)階段新型農(nóng)村社區(qū)與成熟的新型農(nóng)村社區(qū)存在較大差距,尚在起步階段。赤峰市新型農(nóng)村社區(qū)治理存在治理模式缺乏科學(xué)規(guī)劃且保障機(jī)制不健全這一最關(guān)鍵的問題;第四部分中針對(duì)赤峰市新型農(nóng)村社區(qū)治理存在的關(guān)鍵問題,并綜合考慮治理文化環(huán)境、自治組織的自治能力、經(jīng)濟(jì)發(fā)展水平、人力資源體系建設(shè)、財(cái)政資源、科技水平六方面的因素提出文章的核心觀點(diǎn)。即構(gòu)建構(gòu)建政府主導(dǎo)、社會(huì)協(xié)同的新型農(nóng)村社區(qū)治理模式,為確保該治理模式在赤峰市的良好運(yùn)行。文章在最后提出提升農(nóng)村社區(qū)自治組織的自治能力,充分發(fā)揮社會(huì)協(xié)同治理力量等六方面的保障措施,來確保赤峰市新型農(nóng)村社區(qū)治理模式的運(yùn)行。
[Abstract]:Since the third Plenary session of the 18 CPC Central Committee was held, promoting the construction of the national governance system and realizing the modernization of the governance capability has become the general goal of the administrative reform and social development in China under the new normal state of economy, from the planned economy era to the market economy era. The process of national modernization is constantly advancing. Rural, agricultural and farmers have always been the focus of our socialist cause. The reform of rural areas is the key to the development of our country. The improvement of governance ability is the focus of realizing the development goal in the new period. The core of improving the present situation of governance in rural areas is to continuously improve the level of governance in rural communities. The research of new rural community is the new direction of the current rural community governance and the study of agriculture, countryside and farmers. The new rural community is the realization of rural community governance to conform to the times development. The development of rural communities in China started late and the level of governance was lower than the level of urban communities. There is a gap between the development level of rural community in governance mode and the guarantee mechanism of community governance at the present stage and the goal of reform and development in the new period. Governance mechanism can make up for the shortcomings of traditional rural community governance, and then promote the successful transformation of traditional rural community. In the first part of this paper, the author uses the literature research method to analyze the current research situation of the rural community construction and the new rural community governance at home and abroad; the second part defines the core concepts of this paper. The third part and 4th part are the key chapters of this paper. The third part takes Chifeng new rural community as the research object. With the method of field investigation, this paper analyzes the historical evolution of rural community governance in Chifeng City, and then selects the new rural community which is developing in Chifeng City. This paper analyzes the present situation of rural community governance in Chifeng City through the concrete data and data obtained from field investigation, and concludes that there is a big gap between the new rural community and the mature new rural community in Chifeng City at the present stage. The governance mode of new rural community in Chifeng is lack of scientific planning and the guarantee mechanism is not perfect. Part 4th is aimed at the key problems in the governance of new rural community in Chifeng. And considering comprehensively six factors of governing cultural environment, autonomous ability of autonomous organization, level of economic development, construction of human resource system, financial resource, level of science and technology, this paper puts forward the core point of view of the article. In order to ensure the good operation of the new mode of rural community governance in Chifeng city, the article finally proposes to enhance the autonomous ability of the rural community autonomous organization, in order to ensure the good operation of the governance model in Chifeng city. To ensure the operation of the new rural community governance model in Chifeng City, the six aspects of guarantee measures such as social cooperative governance force are brought into full play in order to ensure the operation of the new rural community governance model.
